Innovative talents are those with innovative consciousness,innovative spirit and innovative ability,who can solve problems creatively and achieve innovative results.They have the characteristics of higher education and the characteristics of industries differences.In the era of knowledge economy,talents,knowledge,science and technology,education and other elements are becoming more and more important in economic and social development.For a long time,The government has attached great importance to the cultivation of innovative talents,and the cultivation policy of innovative talents is the main means for the government to participate in the cultivation of innovative talents.The government plans and coordinates various resources through policies in order to play the guiding role of the government and provide policy guarantee for the cultivation of innovative talents.In order to improve the quality of innovative talent training in China,it is necessary to analyze the policy objectives,policy tools and policy environment from the perspective of the government.This study conducts a textual analysis of the innovative talent training policies of China’s representative provinces in recent years,constructs a two-dimensional analysis framework based on policy tool theory and value chain theory,analyzes the allocation of policy tools,summarizes the policy deficiencies and puts forward policy suggestions.First of all,this paper analyzes one dimension of innovative talent training policy tools based on policy instrument theory,containing the general policy tools distribution,the secondary policy tool configuration and tool combination of innovation talents training policy analysis.It points out that we should throw out a suggestion from policy instrument orientation,environment and dynamic combination of matched points out Suggestions to improve the innovative talent training policy toolkit.Secondly,based on the value chain of innovative talent training,the value activities of innovative talent training are divided,including key activities,auxiliary activities and quality assurance activities.This paper analyzes the policy of innovative talents training in China from the overall distribution and secondary distribution of value activities,and clarifies the specific embodiment and adjustment direction of the current innovative talents training in the value chain.In addition,a two-dimensional analysis framework is constructed by combining policy tool theory and value chain theory to explore the differences in the types of policy tools adopted in each value activity of innovative talent training.It is found that the policy tools of innovative talent training from the perspective of value chain should adjust the allocation of policy tools from the perspectives of foresight,flexibility and relevance of factors to improve the policy effect.It is found that the policy tools of innovative talent training in China are not suitable enough,the policy toolbox is not flexible enough,and the correlation between elements is not enough.On this basis,the following policy suggestions are put forward:(1)we need to construct the goal-oriented strategic thinking and systematically configure policy tools;(2)we should coordinate external environment and internal structure,optimize and adjust policy toolbox;(3)we can strengthen the internal and external links of the value chain and build a value system for the cultivation of innovative talents.
