With the continuous implementation of China's reform and opening up policy and the vigorous development of the socialist market economy,the scale and number of construction projects are also rapidly increasing,followed by more and more bidding activities.However,many problems and contradictions appear later.In recent years,the concrete application of the information technology represented by the Internet has provided great convenience to the country and the people in various fields,and has greatly improved the efficiency of implementation and significantly saved resources.In 2013,the National Development and Reform Commission(NDRC)issued the Electronic Bidding Measures,a normative document specifically aimed at the informatization of tendering and bidding activities.For the first time,it clearly defined the behavior of using information technology for tendering and bidding activities--electronic tendering and biddring activities.Since then,the tendering and bidding activities have also begun informatized.The design and implementation of this system adopts the B/S architecture,that is,the architecture mode of the browser and server.The UML language is used in the system,which lead to a more intuitive system.And at the same time it is more convenient to show the whole or part of the model that our system wants to express in a formal way.Besides,it can also explain the system in more detail.The overall structure and partial behavior both have a certain guiding significance for guiding the construction system.At the same time,the system also uses C#'s rapid development framework and Microsoft's SQL Server 2014 database.Through these technologies,the application of the bidding system is deployed on the Web server,while the SQL 2014 database is deployed on the database server.Users can log on to the network through the address of the Web server to implement the entire bidding process.This system realizes several modules such as the management of bidding work,the management of bidding work,the management of bid evaluation work,and the management of the system as a whole.The system can also achieve online bidding information release,online bidding activities and online bid evaluation work,etc.Moreover,it can control the bidding process to ensure the process works efficiently and fairly.It can meets the demand of bidding,evaluation and other services of all parties,and realizes an electronic bidding system in Shanxi Province.
