Research On The Public Service Ability Promotion Of Public Archives

Archives are an important part of human cultural heritage and an important carrier of historical facts.President Xi once said,“Archives work is very important,experience can be summarized,laws can be understood,history can be continued,and all undertakings can not be developed without archives.In the process of building a well-off society in an all-round way,archives work is becoming increasingly important.”Archives is an institution that preserves and manages archives.Its value lies not only in the preservation of historical records,but also in the provision of public services and the full development and utilization of archival materials.With the acceleration of China's economic and social development and the development of archival work,the awareness with regard to the importance of archives in the whole society is increasing,and the public's demand for the use of archival information is also growing.Therefore,the study of public service capability of public archives is of great practical significance for archives to better play the overall function of "five in one" and promote the prosperity of socialist culture.This paper expounds on the current situation of public service capacity of archives in Zhenhai District and analyzes the existing problems by the methods of statistical survey and literature review,combined with the development trend of public archives and using the new public service and service-oriented government theory,archives dual value theory.The main problems are as follows: the single structure of the collection resources leads to the inability to effectively meet the needs of public use;the backward concept of archives collection results in the inability to form public use resources for important value archives materials;the backward archives information sharing platform restricts the promotion of public service ability;and the monotonous form of exhibition education in archives leads to the failure of cultural and recreational functions;the lack of professional talents has restricted the development and utilization of archival resources.In light of the reasons mentioned above,combined with the real situation of social,economic and cultural development in Zhenhai District,the paper puts forward the corresponding countermeasures and suggestions: first,improve the structure of archives resources in the orientation of real demands;second,change the collection concept and broaden the scope of archives collection;third,accelerate the digitization process and build archives information platform;fourth,take into account the characteristics of Zhenhai District and expand the function of Archives culture and leisure;fifth,strengthen the construction of talents and improve the level of archives management.
