The operation of urban infrastructure is the meaning of “Managing City”.As one of the most important economic resources,city land,which the local government is in charge of the investment in the development and operation management of urban land responsibility,the development of local economy also relies on land resource,so the reliability of the local government must guarantee the quality and continuity of land development and the reasonable price on demand of the people's livelihood.Land development financing problem further highlights,certainly limited sources of funding will seriously affect and restrict land development and industrialization to promote formation.Reality pressure from a shortage of financial resources dilemma formed,land development patterns urgently need another way to find out a suitable and efficient financing model.Based on the public-private partnership in urban first-class land development,we analyze the current situation of first-class land development in China.And we compare and clarify the current land development mode.Using evolutionary game theory to analyze the behavior of parties in public-private partnership,and then we get that the probability of private investor's opportunism behavior will be affected by the intensity of government regulation,namely the stronger regulation,the smaller the possibility of private investors opportunistic tendency,and the government's commitment guarantee the effectiveness of the contract.Finally combining the weak of regulation of public-private partnership in urban first-class land development to explore the enhancement of public-private partnership in first-class land development measures,such as building the law of PPP,establishing the mechanism of government's guarantee commitment and strengthening information disclosure mechanism and improving the system of the land development.Full-text contains six parts.The first part introduces the background of the text in order to clarify the ideas and methods on research.The second part introduces the concepts and theories related to land development of public-private partnership agreement.The third part describes the current situation of the development offirst-class land,and then compare the different modes of land development,introducing the new land model called public-private partnership.The fourth part analyzes the behavior of parties in public-private partnership which is based on evolutionary game theory.The fifth part analyzes the demand of regulations which PPP used in first –class land development and the current shortage of regulations in public-private partnership in urban first-class land development.The final part explores the regulations policies to enhance the public-private partnership effects in first-class land development.
