Research On Performance Evaluation Of Government Paid Infrastructure Public-Private Partnership Project

Since the beginning of reform and opening up,the living standards of our people have been greatly improved.Therefore,the people have put forward new requirements for the demand for infrastructure facilities.The government departments have introduced Public-private partnership to resolve the contradiction between people's living standards and backward infrastructure.However,with the development of PPP projects,there are problems such as low efficiency of PPP and excessive financial expenditures and so on.Such problems are particularly prominent in government-paid PPP projects with no cash flow income,because of the experience of Public-private partnership project management and did not give full play to the enthusiasm of the participants,and so on.This paper takes such projects as research objects and conducts theoretical research on the performance evaluation system of government paid PPP projects.First,study the domestic and foreign literature related to PPP and analyze?classify ?organize it.At the same time article briefly introduce related theories such as PPP project and performance evaluation,and summarize the characteristics of government paid PPP projects.in order to establish a more accurate indicator system do a good theoretical foundation.Secondly,a performance evaluation framework for establishing a government-paid PPP project using a balanced scorecard is proposed.Firstly,the paper improves the balanced scorecard method in combination with the characteristics of the government-paid PPP project,then applies the analysis method of mean and variance in mathematical statistics to test the remaining performance indicators,finally leaves 25 government-paid PPP projects performance indicators.Based on the improved balanced scorecard method and these performance indicators are divided into five categories.Then,it analyzes and compares the advantages and disadvantages of several commonly used performance evaluation methods,establish a relatively perfect government pay-based PPP project performance evaluation model,and combine the characteristics of government paid PPP projects to select gray clustering theory as a performance evaluation method.The whitening weight function and performance level model established by the grey clustering evaluation model are used to comprehensively evaluate and analyze the government-paid PPP projects.Finally,a case study of a real government paid PPP project in City A is selected,and the weighting coefficient of each performance indicator is calculated by applying the performance index hierarchical weight model,and the comprehensive performance analysis of the project is carried out by combining the gray cluster evaluation model of perform.At last,the performance evaluation result of the project in the city A is good and the operability of the model is verified.
