As public transport industry is a natural monopoly and a public welfare industry, urban public transport has always been exclusive monopolized by the government as well as our national nature. The demand for public transportation is bigger and bigger with the rapid development of economy and people's needs can't be satisfied any more. Less bus lines, less line operation of the vehicles, shabby bus and dirty inside and so on make the city bus top poverty byword. How to get rid of the title becomes the urgent problem if city bus wants to develop further.The 1960 s and 1970 s, in order to solve the prevailing stagnation in the Western world, neo-liberalism is popular; in this context, public-private partnerships have emerged. Under the background of the world public-private partnership(PPP) wave, the city bus has been reforming of public-private partnerships since 1990 s. It acquires significant effect at the beginning of the reform: not only solve the problem of the shortage of capital of city bus, but also the quality of service and operation effect has been significantly improved. But just like a flash in the pan, many serious problems followed, and the bus have been nationalized at the end.What the really problem of this reform? Is a public-private partnership not suitable for the public transport, or other problems lead to the failure of the bus public-private partnerships. How to reform city bus becomes the hot spot in the theoretical circle. Drawing on the basis of previous research results, this paper explores perfect regulations of city bus public-private partnerships based on the public product theory, principal-agent theory and Government Regulation Theory.
