Research On The Policy Learning Of Government Decision-making Consultation Institutes In China

Culture has become the country's core competitiveness,and learning has become the main theme of the present world.Government and its "think tanks" are no exception.The decision environment which the government is facing today is increasingly complex,so the government has to improve its abilities in public policy in order to surmount numerous difficulties and dangers.The main function of the government decision-making consultation agency is to provide guarantee for the government in making decision and setting policy.However,how to promote this guarantee is mainly depend on the policy learning.The notion of policy learning is from the field of public policy,and policy learning as an incentive policy changing or innovation has been paid more and more attention by policy makers.Currently,the policy learning of China's government decision-making policy consultancy is under way,but there are also a lot of problems.This paper mainly discusses the problem of policy learning of the government decision-making consultation institutes in China.The first part of the thesis combs the policy learning theory of the government decision-making consultation institutes,and then summarizes its characteristics,learning content as well as the facing organizational environment.On this basis,the paper continues exploring the need and necessity of the policy learning of the government decision-making consultation institutes,and then analyzes the obstacles and its reasons of the government decision-making consultation agencies in the process of policy learning.The fourth part mainly analyzes the policy learning conditions of the foreign government,and sum up their experiences and lessons.Finally,the paper puts forward the promoting policy for our government decision-making consultation' s policy learning under the guidance of the learning organization theory on the base of combining the problem of our government decision-making consultation agencies and the experiences of foreign government,so as to achieve the purpose of improving the effect of policy learning.The innovation of this paper is about the selection of the subject.At present,there is no system analysis of the policy learning in the government decision-making advisory body.Firstly,this article talks about the policy learning theory,and then explores the problems and their causes of our government decision-making consultation agencies.This has strong practical significance.In addition,using quantitative and qualitative analysis method to study the policy learning of the government decision-making consultation agencies is another innovation.
