As China enters the "new normal " of the economic and social development,decision-making consultation institutes need to play a more important role in many aspects such as clients advice,ideological innovation,public opinion guide etc.Due to the importance,complexity,and various development needs of decision-making consultation institutes,the demand for researchers in decision-making consultation institutes present pluralistic characteristic.However,for a long time under the influence of traditional political culture,leading cadres at all levels including those who have retired from the leading post are less engaged in the research work in decision-making consultation institutes,therefore,the personnel structure in decision-making consultation institutes is relatively single,which results in that the separation phenomenon between achievements of theory and practice occurs frequently.Therefore,in order to realize the organic unity of theory research and policy practice,make the decision-making consultation institutes provide policy options more feasible,we must pay much attention to the researchers working experience structure.Study on the working experience structure of researchers must be based on a deep understanding of the current situation of the personnel composition.To obtain and select first-hand investigation material is not only a key part of the empirical research,but also a firm foundation to strengthen the construction of government decision-making consultation institutes researchers team.At present,although there are some domestic researches on government decision-making consultation organization personnel structure,less on the working experience structure of researchers as the object of study,hardly any on a comprehensive and systematic investigation,and this will directly affect construction of the government decision-making consultation organization team.In this regard,this article,which is on the base of empirical study on working experience structure of researchers in government decision-making consultation organization,analyzes the overall distribution of the theoretical researchers and practical workers,the basic distribution of the theoretical researchers and practical workers in different types and different levels of decision-making consultation institutes,and the basic distribution situation of the different gender,age,culture level of the theoretical researcher and practical workers.It also summarizes the existing problems of the researchers working experience structure and the influence on decision-making consultation institutes as the non-equilibrium of the researchers working experience structure.At the same time,it has carried on the normative research on researchers working experience structure,and analyses the reason of current researchers working experience structure,by the comparison of the advantage and disadvantage between the theory researchers and practitioners which influence on the role of decision-making consultation institutes,the article demonstrates the importance of equilibrium between the theoretical researchers and practical workers.At last,the article gives some advice to optimize the personnel structure of the the government decision-making consultation institution,therefore,it can offer a new visual angle for the construction of the government decision-making consultation organization team,ultimately,it can offer basics of theory research and paths of empirical study for the government decision-making consultation institutes with Chinese characteristics.
