As the food safety problem increasingly prominent,food safety is become the problems of the world's attention,causing scholars research on the performance of food safety supervision.Regulation of food is one of the important ways to ensure food safety,the demand for food is a basic human needs,so to ensure food security is an important responsibility of the society,through the performance of food safety regulatory measures,can be analyzed for the effect of food safety regulation,and find the weak link,provide space for the further development of food safety.At the same time,through to cover the whole process of the performance of the food safety supervision in a measure,provide performance index covering the whole process of supervision,and effective management of food safety regulation performance,provide a reference for ensuring food safety.This article selects create food safety model county in shandong province city of 13 county as the research object,13 counties covering range,the region span is big,the food safety supervision inspection representative,the selected 13 counties of shandong province(city,area):boxing,guanxian,gaoqing,guangrao county,tengzhou,wulian,xintai city,yucheng city,zoucheng city,laicheng,yiyuan,lanshan,juancheng county.Based on literature review and relevant national policy,building of 13 counties(cities,districts)covers the whole process of performance evaluation index system of food safety in food safety supervision of production,circulation,sales(catering)design corresponding evaluation index,in three stages in food production,food circulation and food sales link for first-level indicators,to food production,circulation,sales link of supply chain to nine forms as secondary indexes,secondary indicators are as follows: livestock and poultry breeding industry,aquaculture,farming,food production enterprises,and small workshops,large and medium-sized supermarkets,small grocery store,farmers market,various restaurants,the school canteen,through the above the basis of the secondary indexes,refine out 62 index level 3,by building covered with membership degree analysis method of food safety regulatory index screening,finally retain 42 three-level index,build a complete coverage of the whole process of food safety regulation performance measureevaluation index system,using analytic hierarchy process(ahp)to the index system of empowerment,construct the performance evaluation of food safety regulatory index model,the empirical test for food safety regulation performance,through the analysis of the data to get overall scores of 13 counties,according to the score of food production,circulation,sales of food safety supervision situation is analyzed,according to the test result of the data model for each county(city,area)of food safety regulation performance status,and according to the results of data analysis,respectively from the food production,circulation,sales link path optimization approach are proposed.
