Nowadays,the basic medical system supported by basic medical insurance for urban workers,basic medical insurance for urban residents and new rural cooperative medical insurance system has been established.In order to improve the development of the universal health care system,the State Council publishes a notification to complete the universal health care system in January 2016.However,there are many problems in the process of promote health care system,such as moral hazard.Firstly,our study is based on the background and literary review of medical insurance and moral hazard.Secondly,we introduce and analyze related economic theory,such as human capital and health demand theory,quasi-public product theory,welfare economics theory and information economics theory.Thirdly,we propose empirical hypothesis based on origin of ex-anti moral hazard by the tool of the price elasticity of demand.Fourthly,we use the data from CHARLS2013 to confirm the hypothesis,the conclusion demonstrate that the existence of ex-anti moral hazard,furthermore,some contingency factors which include marriage,health,income and age also play an importance role in the process.Finally,we make some suggestions based on contingency factors to the government,these suggestions include effective efforts to integrate the kinds of basic medical insurance,control smoking,increase investment and introduce commercial insurance into basic medical insurance.
