The Application Of PPP Mode On The Cultural Infrastructure Projects

Cultural infrastructure is an important supporter of spiritual civilization construction.The construction of cultural facilities in China has long-standing problems such as lack of supply,low quality of service and low management efficiency.The unbalanced development lags behind the growing cultural needs of the people.The practice shows that Public-Private Partnership could alleviate the financial pressure of the government to develop public utilities,take advantages of social forces in management,technology and innovation and give consideration to economic and social benefits.The successful application of PPP in traditional infrastructure construction also prompts us to think whether the transformation of this mode of supply is also applicable to the construction of cultural infrastructure.To achieve a good overall benefits to the PPP project,we should ensure the supply of public goods,and make the enterprise obtain reasonable remuneration in the cooperation,which is also the application field of PPP has been studying for a long time.This thesis starts with the concepts and characteristics of PPP and the construction of cultural infrastructure,adopting the combination of theory and practice research,through a case to analysis the use of PPP mode on construction of cultural infrastructure.We attempt to summarize the advantages and disadvantages of using PPP in this field,and thus put forward the countermeasures and suggestions.This paper is composed of the following chapters:the first one introduces the background and current situation of this study.The next chapter investigates the definition of PPP and the construction of cultural infrastructure.This chapter analyzes the supply mode of cultural infrastructure at present and the influence of PPP on the supply of cultural infrastructure.The third chapter analyzes the feasibility of PPP in cultural infrastructure construction of China through the analysis on key points of PPP application.In the fourth chapter we choose the cultural center of L county in Shandong province project as a case,analyzing key points of the choice of the case,the decision of the case project and the design phase,the project preparation the purchasing phase,and the project phase of the project.Base on this analysis of the case we found the successful experience and problems in the construction of cultural facilities.It is believed that we should transform government functions,design the reward mechanism of the project,construct the comprehensive and perfect risk sharing mechanism and strengthening the construction of PPP legal system.
