As a preventive environmental guideline or idea,EPR system(Extended Producer Responsibility,hereinafter referred to as "EPR")are currently accepted,adopted and put into practice by governments.Among all practices,electronic and electrical appliances and cars are regarded as the primary implementation objects,which attribute to the two kinds of products that are characterized by long life,great damage,fast rapid of obsolescence,large number and high recovery value.For these durable goods markets,practice shows that implementing EPR not only can resort to different policy instruments,such as pollution product taxes,pigovian taxes,subsidies and deposit-return system,also can be done by regulating recycling organization mode,for example,PRO organization or waste fund management.With the implementation of EPR system,however,a series of studies about the effectiveness of policy tools or regulations have appeared unceasingly.Scholars at home and abroad either fixed more attentions on environmental policy and the rationality of the law for durable goods as well as these influences on producers and recycling behavior from the Angle of legislation of EPR,or concentrated more on exploring the EPR system's incentive mechanism for producer's improving product eco-design for the sake of the social welfare.But these studies neglected one of the main characteristics of durable goods—long life,which set the certain requirements and restrictions for waste management.Especially when the producer adopt the "Planned Obsolescence" strategy,in which case durable goods appear not"durable",how to arrange recovery policies based on EPR system for durable goods can the situation be avoided that durable goods like FMCG(fast-moving consumer goods)generate a large amount of waste in the short term.Around this problem,this paper will build a dynamic model incorporating time factor for durable goods.Based the model the paper firstly study the incentive of four EPR policy tools to product design life,secondly explore the efficiency of the general recycling patterns of durable goods at home and abroad from the perspective of social welfare,and qualitatively analyze the incentive effects of economic policy means on producer's decision on choosing recycling model.The content of this article is divided into six parts:introduction,literature review,the incentive of EPR policy tools to product design life,the research of recycling patterns based on EPR system for durable goods,numerical simulation and result analysis,the research conclusion and prospect.Specifically,the main content of this paper is summarized as follows:Firstly,by studying a large number of domestic and foreign literature,we conclude and review the concept and implementation method of EPR system,the features of durable goods market,the concept and influence of "Planned Obsolescence",the operation mechanism of EPR policy tools,the operation process of durable goods recycling patterns and the impact of EPR system on decision-mak:ing behavior of producer.After that,we put forward the dissertation topic combined with the practical significance.Secondly,on the basis of these former literatures,the article builds a dynamic model for durable goods based on continuous time and uses the optimal control method to explore the optimal results of centralized decision-making and the market equilibrium of decentralized decision-making.Based on the comparative analysis between the two results,we reveals the incentive extend to which four EPR instruments can provide under different market structure for producers to prolong their product life.Furthermore,we conduct extension analysis for the impact of EPR system on durable goods recycling,in order to explore the answer to whether the government should regulate on the recycling model.In addition,we will reveal that under different market structure which recycling model can promote more efficient production and provide enough incentive for producers to extend their product life.At the same time,we qualitatively analyze the question that how to use economic policy means to encourage producers to select optimal recycling mode.Then,based on the theoretical model we will use numerical simulation and case analysis to verify this research conclusion.Finally we summarize the main conclusions of this article and contribution,and point out deficiency and future research direction.
