Farmers Heterogeneity,Resettlement Willingness And Countermeasure

The rapid expansion of urbanization is accompanied by a large number of collective land non-agricultural levy,which led to land acquisition and demolition projects continue to increase,the scale is getting bigger and bigger,caused by the demolition of social disputes more and more people and academia attention.Land is the survival of the farmers,the rural residents in which faced with the inevitable requirement of land loss and resettlement,how to meet the maximum expectations of rural residents' resettlement is one of the key,related to the stability of society.Many scholars on the land acquisition and demolition system,resettlement compensation,the relocation of the relocation of the main stakeholders of the interests of the demolition benefits of a wide range of research.Based on the theory of new family migration decision-making,participatory development theory and new urbanization theory,this paper constructs the theoretical analysis framework,and takes into account the resettlement countermeasures and suggestions from the aspects of farmers' heterogeneity and resettlement intention.Using the cluster analysis,we can select the families which can distinguish the heterogeneity of the households,and divide the families into different four categories,and compare the differences of the resettlement intention of the four kinds of families.Then,we use the micro-survey data of the four townships,The Multinomial Logit model was used to study the effect of observable variables on the multivariate dependent variables-the willingness to compensate and the willingness of the resettlement.Finally,different resettlement strategies were proposed for different family categories.The study found that the overall choice of the four families showed village>town>county,room exchange>one-time economic compensation>phased economic compensation,but the specific existence of nuances.Class ? "left-behind low-income families",the placement of the right to choose the highest proportion of the village,choose the proportion of housing transfer is also higher,came in second place.Class ? families belong to the "high income young and middle-aged migrant workers family",the resettlement will choose the highest proportion of the county,select the proportion of one-time economic compensation is also higher,came in second place.Class ? "couples of middle-income workers or three families".The placement of the county will choose the highest proportion of choice,choose the highest proportion of one-time economic compensation.? class "low-income young and middle-aged migrant workers family",the placement of the willingness to choose the highest proportion of townships,choose the proportion of housing transfer is the highest.Different types of families,the resettlement of their different factors.There is a certain relationship between household income and economic compensation.With the increase of household income from low to medium,the willingness to change house is enhanced.With the increase of family income from medium to high,the willingness of one-time economic compensation is enhanced.This paper puts forward three different combinations of resettlement for the four kinds of families,and puts forward the corresponding safeguard measures on this basis."The minimum income left widowed families," the resettlement and manner:the nearest placement in the village or the township,while the resettlement should take the housing placement and social insurance placement model."High-income young and middle-aged migrant workers," the placement and manner:placement in the county,resettlement options to choose one-time economic compensation."Resettlement of young and middle-aged migrant workers" and"low-income young and middle-aged migrant workers," the resettlement sites and ways:the implementation of housing placement-monetary resettlement-the combination of employment placement.Safeguard measures:(1)multi-channel to solve the problem of resettlement housing construction of farmers(2)farmers focus on resettlement area construction should be forward-looking and overall(3)do a good job relocation of farmers focused on resettlement propaganda work.
