Land is the key means of production of food production in China.Land circulation is the effective way to solve the current crushing management of land, the high cost of production and the low benefits, which is of great significance to enhance the competitiveness of agricultural industry, to ensure food security and to achieve goals of agricultural production in China.In recent years, our country began to implement the rural land circulation that greatly ascended the utilization of rural arable land, and such changes of this land circulation mode can be better adapted to the current workforce level of farmers, to accelerate the agricultural scale management and to solve various problems such as the crushing management of land. However, it is undeniable that although the total amount of rural land circulation rises year by year, yet it is found by the study of author that many factors which hinder the circulation of arable land still exist in reality, such as the elderly rely on land endowment, rural migrant labor force, non-farmers increasingly more and the like. In order to rationalize the relationship in rural arable land circulation, to find out the key factors affecting the land circulation based on the actual situation, and to put forward corresponding countermeasures, the author takes Wuyuan County-one large agricultural county in Inner Mongolia as an example, to investigate local farmers’willingness of arable land circulation, and sort out various problems that exist in the land circulation, analysis in-depth and put forward corresponding countermeasures and suggestions.After the appropriate descriptive analysis and econometric analysis,the author finds that factors affecting farmers’land circulation levels vary.Non-farming income of farmers had a reverse effect on land circulation, the greater the management area of land tends to flow into the land. The national agricultural policy has a great impact on farmers that land transferred to, but a little impact on farmers who turned out land or no.
