Research On Policy Support Of Promoting Rural E-commerce Development In Yueyang

Electronic commerce as a vibrant emerging industries,to merge with the traditional industry development,not only reflect the economic increment in its own development,and promote the development of traditional industry,service industry,is encountered in the current economic transformation and upgrading of a new opportunity,has attracted the attention of the government.In December 2016,the Ministry of Commerce、CAC、National Development and Reform Commission combined release《13th Five-Year Plan for the development of e-commerce》The overall planning requirements to adapt to the new normal economic development,to expand e-commerce new kinetic energy,and guide the healthy,orderly and rapid development of e-commerce.The maximum vitality of e-commerce development lies at the grassroots level,and a county government as the minimum basic unit,is able to make policies adapted to local conditions.Therefore,the county government plays a vital role in promoting the development of e-commerce。This article from the perspective of rural e-commerce support policy evaluation,discusses effect of yueyang county rural electronic commerce support policy.By policy evaluation,find problems and makes a concrete analysis,the reasons for the policy effect and need policy to solve the key point.Using interview method,questionnaire method,this study done to yueyang county rural e-commerce development investigation and study,to customs agency unit,rural electronic commerce enterprises and agricultural product sales businesses and farmers to visit investigation.Through the analysis of interviews and questionnaires,from the perspective of public policy evaluation study of yueyang county rural electronic commerce support policy,policy objectives of promote the development of situation,the policy goal of analysis,and using a goal model and customer orientation as the main methods of policy evaluation.Through the study found that the yueyang county government promote the main problems of e-commerce development policy: tax refund policy is not clear,part of the policy terms and conditions of the operability is not strong,the talents introduction policy enforcement is not enough and the financial policy support is insufficient.Result in yueyang county rural electronic commerce support policy effect is the main reason for the poor is the government department for the work of rural e-commerce bull management,talent training precision is low,the lack of effective policy performance evaluation and relative lack of regulation.Draw lessons from yiwu city,the local county,the Po village and the local county government experience for reference to promote the development of e-commerce.Put forward the government at the county level to promote rural policy Suggestions on the development of electronic commerce.Mainly includes: perfecting the tax refund policy,improve the policy terms and conditions of the operability,perfect rural electricity businessmen to develop policies and propulsion performance evaluation work.In this paper,through the study of effect of yueyang county rural electronic commerce support policy,for the government to provide more scientific and reasonable rural electronic commerce support policy and planning for reference,make the policy more efficiently,more benefit agricultural development and farmers,but also for the national,provincial policy consummation provide common valuable reference.
