Study On The Security Countermeasures For The Elderly Urban And Rural Residents' Basic Medical Insurance

The basic medical insurance is a social security system people to compensate the economic loss caused by disease risk,the basic functions of the insured object are mainly expressed reducing economic burden and ensuring medical services.The basic medical insurance includes basic medical insurance for employees and basic medical insurance for urban and rural residents,The latter has enabled a large number of non-practitioners(especially children and the elderly)in urban and rural areas to get out of the mess of no insurance.The elderly are at high risk of disease and also relatively low income,they need medical insurance more urgently.At present,the huge base of the elderly population and the rapid population aging and aging,as well as the significant trend toward the senility,present a serious challenge to the current basic medical insurance system.The urban and rural residents' basic medical insurance,as a rising star of basic medical insurance and insured by the majority of the elderly people,how to solve the old-age medical security issue in a fair and reasonable manner is of great significance to the construction of a harmonious society,and the promotion of sustainable economic development.Yueqing is one of the earliest areas in China to implement the basic medical insurance for urban and rural residents,gained some experience in the groping,where still has something need to be improved.Taking Yueqing as an example,this paper analyzes the present condition and existing problems of the urban and rural residents' basic medical insurance for the elderly,compared it with the basic medical insurance policy of retired workers in Yueqing,references the successful measures and experiences of the medical insurance policies for the elderly abroad.This paper uses of the empirical analysis method,the quantitative analysis method,the literature research method,the comparative analysis method,the system analysis method,the questionnaire survey analysis and other methods,puts forward some countermeasures and suggestions to improve the urban and rural residents' basic medical insurance for the elderly in China:Giving full play to the functions of the government,promoting the development of medical insurance for the elderly;improving the medical insurance system for urban and rural residents and establishing exclusive health insurance plans for the elderly;establishing a fair and reasonable funding mechanism to promote the healthy and sustainable development of the health insurance system;establishing a long-term management mechanism of health insurance fund,strengthening the balance of the fund.The results of this study are considered that extensive coverage and low security of the urban and rural residents'basic medical insurance policy cannot meet the high demand for medical insurance for the large elderly population at the present.With the deepening of the reform of medical insurance system,the attention to the "coverage" of the urban and rural residents basic medical insurance should be extended to guarantee differences among different guaranteed groups of people,to meet the equitable enjoyment of medical care rights and interests of different groups.
