As a systematic project to strengthen the construction of cultivated land infrastructure,improve the quality of cultivated land,and improve the conditions of agricultural students,land remediation is an important measure for implementing the strategy of “collecting grain in the ground and storing grain in technology”.In January 2018,in the first document issued by the Central Committee of the Chinese Communist Party and the State Council,"Opinions of the Central Committee of the Communist Party of China on Implementing the Strategy for the Revitalization of Villages",a comprehensive plan was implemented for the implementation of the strategy for village rejuvenation.It explicitly mentioned that "we must consolidate the foundation of agricultural production capacity." In-depth implementation of the strategy of storing grain in the ground and storing grain in technology”,and further pointed out that we must “promote large-scale rural land remediation and construction of high-standard farmland,and steadily improve the quality of cultivated land”.As an important commodity grain production base in China,Heilongjiang Province strives to become the vanguard of the nation's agricultural modernization.state farms are the sign and forward of the modernization of agricultural development in Heilongjiang Province.The implementation of land remediation activities in state farms will play an important role in promoting the development of agricultural modernization in Heilongjiang Province.With the continuous improvement and development of land remediation engineering technology,China's land management departments and related scholars have begun to pay close attention to the results achieved by land remediation and evaluated the effectiveness of land remediation in order to promote China's land rectification business to a higher level and promote “ The implementation of the strategy of collecting grain in the land and storing grain in technology.This study takes the land remediation project of state farms in Sanjiang Plain,Heilongjiang Province as an example,and draws on domestic and foreign research results on the effectiveness evaluation of land remediation.Based on the eight main criteria levels,24 evaluation indicators are selected to construct an evaluation index system.Analytic Hierarchy Process(AHP)and Entropy Weighting(AHP)respectively calculate the weights of evaluation indicators from subjective and objective perspectives,finally determine the composite weights,use percentages as the standard for the assessment results,and construct a complete evaluation system.The assessment system applied is applied to the state-run Sanjiang Plain.The effectiveness of farm land remediation is evaluated and the evaluation results are analyzed and discussed in order to promote the development of land remediation practices in Heilongjiang Province and even China,and provide theoretical guidance for the effectiveness evaluation of land remediation.The main research contents and conclusions are as follows:(1)Land remediation effectiveness assessment methods and proceduresBased on the basic concepts and related theories of the effectiveness evaluation of land remediation,this study consults relevant experts in the field of local land remediation,combines their own work experience,and draws on the effectiveness evaluation index system of land remediation projects of the Land Rehabilitation Center of the Ministry of Land and Resources,based on Heilongjiang Province.The actual situation of land rectification is selected from 8 aspects including the protection and use of funds,the completion of major projects,the degree of protection of cultivated land resources,the improvement of agricultural production conditions,the conservation of intensive use of resources,the promotion of local economic development,the promotion of social harmony,and the improvement of the ecological environment.Twenty-four assessment indicators were constructed to construct an evaluation index system for land remediation of state farms in Sanjiang Plain,Heilongjiang Province.Levels of analysis and entropy method were used to calculate the weight of land consolidation effectiveness evaluation indicators from both subjective and objective perspectives.The weights of the indicators obtained by the method are determined by the weights calculated by the two methods as the final weights of the evaluation indicators.The assessment of the effectiveness of land remediation is achieved by constructing an evaluation index system and determining the weights of the evaluation indicators.(2)Analysis on land renovation effect of state farms in Sanjiang PlainThe establishment of an evaluation index system for the effectiveness of land remediation was carried out to analyze the effectiveness of the land remediation of state farms in the Sanjiang Plain.In the 17 state farms in the study area,there are 2,10,5,and 0 farms that have achieved excellent,good,average,and poor levels of land remediation.The proportion of farms whose land remediation effectiveness has reached a good level is 70.59%.There are no farms with poor land remediation effectiveness.The overall effect of land remediation for state farms is more significant,but from the perspective of different assessment indicators,each There is still a certain gap in the effectiveness of farm land remediation.state farms should strengthen exchanges,learn from each other,complement each other,promote continuous improvement of land remediation,and give full play to the role of land remediation in farmland protection and grain production.(3)Innovative experiences and existing problems and suggestions on land management of state farms in Sanjiang PlainIn the process of assessing the effectiveness of state farmland land remediation,the study found that land remediation of state farms was worthy of reference in terms of technical support,scientific research,sector collaboration,and capital management.At the same time,the effectiveness of farm farms in the research area in land remediation was achieved.There are differences,state-run farms should strengthen communication and exchange,learn from each other,and promote the continuous improvement of the effectiveness of state farm land remediation;overall,state farm land remediation has achieved slightly better results in improving the ecological environment,in the context of the development of a new era.In the future,land remediation should pay more attention to ecological benefits,and develop in an ecological and green direction;the state-run farm land remediation is relatively weak in the ability to economize and intensively use resources,and it is necessary to improve the land remediation engineering technology and techniques,and use science and technology as a method to improve land remediation.The key to saving the intensive use of resources is the key point;the dynamic monitoring system of land remediation and the management and protection mechanism in the later period need to be further improved.It is necessary to strengthen the management of management and protection,and to promote the land remediation projects to bring their benefits into full play.
