Study On Present Situation And Exploitation Of Cultivated Land Reserve Resources In Sanjiang Plain

The State Council issued a document "on the strengthening of cultivated land protection and improvement of the balance of views" on January 9,2017,the document expressed the views of the CPC Central Committee and State Council:China’s economic development has been gradually transformed new normal,new industrialization gradually started,urbanization.But at the same time the reserve resources of cultivated land continue to decrease,the mechanism of incentive and restraint is not yet perfect,the problem of cultivated land protection is imminent,which can reach the balance of cultivated land and make up the difficulties.Further strengthen the protection of cultivated land and improve the balance of work is the relevant departments of the State Council,local party committees and governments at all levels for some time in the future important task.On December 28,2016 announced the "new round of the national arable land reserve resources survey and evaluation results"shows that the national reserve land resources and the area of about 80 million acre,the base is larger but the reduction should pay more attention,because more than the last The results of the survey compared to nearly 30 million acre.The resources of the existing reserve land resources are 2800 million acre,accounting for 35.3%;the reserve resources of scattered resources are 52 million acre,accounting for 64.7%.Due to various conditions,the recent development of resources can be relatively small proportion of 940 million acre;the remaining 4700 million by the use of water resources and other conditions,short-term development is willing to lower.Sanjiang Plain area is the largest and most concentrated area of cultivated land reserve resources in China.The reserve resources of cultivated land not only provide supplementary land service for Sanjiang Plain,but also have important strategic significance in maintaining the dynamic balance of cultivated land in China.On this article takes the relevant data of the reserve resources of the Sanjiang Plain as the research object.By analyzing the quantity,type structure and landscape pattern of cultivated land reserve resources,this article discusses the status quo of cultivated land reserve resources,and puts forward the feasibility of cultivated land reserve resources development.The purpose of this project is to provide some reference for the relevant departments.Utilization of cultivated land reserve resources,and to provide some reference for the development and utilization of land resources in Sanjiang Plain,land development and land management work Accurate and detailed basis of land resources,to further complement and improve the Sanjiang Plain land and resources management information system.The main contents and conclusions are as follows:(1)Analysis on the Current Situation of Cultivated Land Reserve Resources in Sanjiang Plain.The total area of cultivated land resources in Sanjiang Plain is 217895.11hm2,accounting for 2%of the total land area of Sanjiang Plain,accounting for 0.38%of the cultivated land area of Sanjiang Plain.In the area,the north and east areas of cultivated land reserve resources are relatively large,The largest area of 82295.44hm2,Mu Danjiang,the smallest area of 1503.38hm2;type,can be reclaimed reserve resources to reclaim other grass-based.(2)Analysis on Landscape Pattern of Cultivated Land Reserve Resources in Sanjiang Plain.In general,the other grassland in the overall landscape of the cultivated land resources of Sanjiang Plain is the main landscape type.The plots of other grassland in Sanjiang Plain have the absolute advantage,and the potential of exploitation and utilization is the biggest.Swamp is also a large area of arable land reserve resources,but its anti-interference intensity is weak,affected by human activities,the development and utilization of the swamp,the need for more consideration of the impact of human activities,to avoid Causing unnecessary ecological problems.In the overall landscape of the inland tidal flat area is much smaller than other grassland,but the average plaque area is indeed more than two times the other grassland.(3)Countermeasures for Exploitation and Utilization of Cultivated Land Reserve Resources in Sanjiang Plain.Through the analysis,it is found that the current situation of the reserve resources and the development and utilization of cultivated land resources may face the following problems:the overall area of cultivated land reserve resources is large but the plots are scattered,and the Sanjiang Plain as a whole includes complex types of cultivated land resources and poor quality of development reserve resources,and the lack of unified planning for the development and utilization of cultivated land reserve resources.In order to solve these problems,the development and utilization of cultivated land resources in Sanjiang Plain are put forward,and the following countermeasures are put forward:the comprehensive development system of cultivated land resources should be constructed,the mode of exploitation and utilization of cultivated land reserve resources should be explored,the ecological protection of cultivated land reserve resources should be enhanced,To explore and improve the development and utilization of arable land resources,the economic operation mechanism,strengthen the organization and protection,strengthen the reserve resources development and utilization planning and managemen.
