| Poverty is a worldwide problem,and it is one of the main problems that beset our society.Since the reform and opening to the outside world,to help poor to solve problems of food and clothing and achieve goal of overcoming poverty gradually,the Chinese government introduced a number of targeted support policy,at the same time,actively explore in rural financial poverty alleviation.The report of the 19 th National Congress pointed out that Poverty alleviation should stick to the big picture.Poor households should strive for self-reliance and hard work to achieve real poverty reduction relying on the country's poverty alleviation policies.Therefore,the government should make efforts to improve the financial ecological environment in the poverty-stricken areas and play the role of microfinance in precision poverty alleviation and accurate poverty alleviation.Yi County in Hebei Province is a national poverty county.It was listed as a demonstration area for poverty alleviation in the capital city in 2012.In recent years,Yi County has adhered to the basic principle of precision poverty alleviation,and has achieved remarkable results in financial poverty alleviation.Yi Country Poverty Alleviation Agency is a poverty alleviation agency that aims to provide financial support for the development and production of local poverty-stricken households through microcredit and promote poverty alleviation.High threshold of traditional financial institutions to apply for a loan and the complete loan approval process makes that the poor is not to be included in scope of target customers,which leads to the lack of necessary funds applied to the production and business operation to achieve rich.The Yi Country Poverty Alleviation Agency borrowed from the Bangladeshi Grameen Bank model and believed that the poor were trustworthy.By providing microcredit services to the poor to help impoverished rural households to obtain start-up funds for production development,the poverty alleviation work achieved a “transfusion” model to “hematopoiesis”.Based on the poverty alleviation situation of microfinance of Yi Country Poverty Alleviation Agency,this paper explores its innovative practice during financial poverty alleviation process such as five-insurance joint guarantees,zero loan repayment,jointing online leading platform,carrying out loan insurance business,thus providing experience for reference with other domestic financial poverty alleviation work in the poor areas.At the same time,this paper mainly studied the restricting factors in the process of development and existing problems of Yi County Poverty Alleviation Agency,founding that the legal position unclear,incomplete credit system and other factors hinder its further development.The obvious capital supply and demand contradiction,low operation and management level hinder its service level.This paper provides reference and inspiration for the sustainable development of poverty alleviation institutions represented by Yi County Poverty Alleviation Agency through solving problems above.This paper uses the method of “dissected sparrows” to conduct an in-depth anatomy of the business model of Yi County Poverty Alleviation Agency.In innovation practice experience of poverty alleviation agency for reference,local agencies for poverty alleviation in microfinance services should be adjust measures to local conditions,try to start cooperation with online leading platform,establish association and carry out the loan insurance business,etc.The problems existing in the development of Yi County Poverty Alleviation Agency are common in the microcredit poverty alleviation mechanism.Aimed at these problems and the insufficiency,different regions in financial poverty alleviation work should pay attention to improve the rural financial environment,perfect the legal system,clarify the legal status of the poverty alleviation agency,broaden the financing channels of poverty alleviation funds and expand credit products,thus creating a good environment for microfinance to better promote microfinance financial poverty alleviation. |
