It has been an important objective for government to promote the modernization ofagriculture.The 19th National Congress of the CPC made a strategic plan of "rural vitalization" which provided an important direction to promote agricultural modernization in new era.As a major traditional grain producing,area in North China,it has high research value of Dezhou's agricultural modernization for accelerating the pace of agricultural modernization in an all-round way and fully realizing the goal of developing agriculture rural beauty and farmers under the new historical background.Policy tools,as a means of governance for the implementation of certain policy objectives,have also been widely used in the field of agricultural development.With the help of the policy tools theory and by methods of literature review research data and so on,this paper investigates the current situation of agriculture development in Dezhou.Meanwhile by selecting the sample text of the policy and according to the categories of policy instruments on compulsory policy tools mixed policy tools and Voluntary policy tools,this paper analyzes the relevant policies adopted by Dezhou in the process of agricultural modernization,and obtains valid information from the sample.In contrast with the comprehensive evaluation index system of agricultural modernization,and,analyzing the application effects of different policy tools,this paper proposes to seek effective combination of agricultural policy tools and provides an empirical and theoretical basis to speed up the process of agricultural modernization.In addition,it also attempts to propose improvements for the government by the aid of policy tools and to provide reference for policy making.
