Research On The Intellectual Property Rights Pledge Financing Of Technology-based SMEs In Suzhou Industrial Park

In 2006 Bank of Communications issued the first pledge loan of intellectual property,starting an era in practices of intellectual property pledge financing in our country.Much attention and support has been gained from the government,along with efforts and attempts in developing intellectual property pledge financing.Suzhou Industrial Park has been the first “National Intellectual Property Pilot Region”in Jiangsu Province,one of the provinces that advance in intellectual property.It has been more than a decade since 2006 as the government promoted the work of intellectual property.However,in spite of the excellence in intellectual property creation,Suzhou Industrial Park falls behind in intellectual property pledge financing.Therefore it is worth investigating the factors behind such a contrast.This paper hence focuses on the intellectual property pledge financing of technology-based SMEs in Suzhou Industrial Park,with a reference of data to "Suzhou Industrial Park Science and Technology Financial Services Platform".The study aims to examine the problems in intellectual property pledge financing of technology-based SMEs in Suzhou Industrial Park and to analyze the major factors behind the phenomenon.It is found that in this area,intellectual property pledge financing activities take a small proportion in the total debt financing,along with a low participation of financial institutions,a lack of variety in the pledged intellectual property rights and low acceptance of intellectual property as a financial guarantee.Underlying causes include the delay of financial innovation,weak awareness of intellectual property assets in enterprises,weakened conditions in intellectual property rights evaluation and registration,and a lack of intellectual property market environment and mechanism.With a reference to practices both in China and abroad,suggestions are provided in three aspects--technology-based SMEs,financial institutions and government of Suzhou Industrial Park,expecting a better development of technology-based SMEs intellectual property pledge financing in Suzhou Industrial Park.
