The Inprovement Research On Rural Financial Management Of Shuang Xikou Town

To regulate the financial management of village level is an important measure to protect the vital interests of the farmers.It is also an important content to strengthen the party building and to clean and improve the work style construction of rural grassroots cadres.It is of great significance to promote the harmonious and stable rural society and to promote the construction of new socialist countryside.However,it is a common problem which is also a key point at present village-level financial management work that the overall quality of the village-level financial team is not high,the village-level financial management system is not sound,the system implementation is not in place,and the supervision is weak.Based on the investigation of the 11 villages in Shuang Xikou town,this paper studies the financial management problems and countermeasures of village level,and summarizes the main problems of financial management in Shuang Xikou town.The problems includes aging structure of the financial team,and also low culture level and business level of the team.The village-level financial system is not perfect,especially in terms of capital expenditure,debt management,accounting,financial disclosure and other institutional construction.There are also some problems in the implementation of village-level financial management,such as the illegal use of special funds,the expense of reimbursement,and regarding the democratic financial group as a decoration.The article then analyzes the reason of the problem which is the short of high-quality financial management talents,the lack of strong external supervision and not having the basic self-monitoring consciousness of village finance.It further raises the thought of improving the financial management of village level,such as training high-quality talents and optimizing rural financial team,implementing democratic financial management and strengthening auditing oversight of all parties,strengthening institutional building and standardizing financial accounting at the village level.It is hoped that some feasible countermeasures will be put forward to solve the problems of financial management in Shuang Xikou town,so as to provide some suggestions for solving the general problems of rural financial management in China.
