Study On Problems And Countermeasures Of The Mode "Village Finance Governed By Town" In Nanxi Town,Puning City

For recent years,the Chinese Communist Party Central Committee and the State Council have paid more and more attention to grassroots issues.The report of the 19 th National Congress pointed out clearly that the issue of agriculture,farmer and rural area is a fundamental factor that affects the national economy and the people's livelihood,which made it the top priority of the party's career.With the continuous implementation of various policies for strengthening agriculture and benefiting farmers in the country,the problem of village-level financial management has become the focus and difficulty of the grassroots,and the most concerned issue to the farmer in the meantime.As a part of the administrative management system,financial management plays an important role in the operation of the government and the maintenance of the interests of the people.Under the background of the increasingly development of rural economy and the drawback of financial management,the improvement technically and conceptually of financial management is even more important.Therefore,it is of great significance to study how to comprehensively promote the village-level financial management scientifically and perfectly,and furthermore to enhance the village-level financial management.According to relevant statistics,about 80% of the local government in China have implemented the model“village finance governed by town”in financial management,which regulates the current rural financial management and contributes to the “three rural issues”.In addition,the new mode has safeguarded the legitimate rights of the masses in the country and promoted the development of a clean and honest government.However,there are still several problems to be solved caused by numerous Puning City,systematically introduces the content,method and aim of the financial management of the village.In the base of that,this paper analyzes and evaluates the problems and causes objectively,and put forward countermeasures and suggestions for the further improvement to the "village finance governed by town" model.Finally,the paper summarizes,reveals the shortcomings of its own and raises the prospect of subsequent research.In the recommendations and countermeasures section,it puts forward several suggestions like,strengthening organizational leadership,improving the understanding of township government and village-level co-management;establishing and perfecting institutional policies and regulations,standardizing accounting behaviors according to law;focusing on strengthening management technology innovation and management conditions;implementing financial disclosure actively and increasing auditing and supervision effectively.Based on the research on village-level financial management,the prospect of grassroots administrative management is put forward at the end.With the economic developing,the grassroots government must implement comprehensive public management in order to implement comprehensive services,but the main contradiction of the “village finance governed by town” adopted in the future is to maintain its dominant position and administrative rights,and in the meantime not to be caught in complex daily management matters.Therefore,the“village finance governed by town” model should keep pace with the times in the operation.In the process of improvement and improvement,we should always focus on the development of the rural economy and the new changes and new features of the financial management work.We should choose a rural financial management model suitable for the local situation,and in the management process keep the balance of public interest and personal interests,government and other organizations,external the Chineseization plan of village financial management,and have a guiding role in anti-corruption and supervision work.In the current situation of China,the forms of grassroots economic activities are more complex and diverse,the content of financial management at the village level is increasing,the people's democratic awareness is enhanced,the supervision of government administrative activities isstrengthened,so it is meeting the needs of the times to carry on a new village-level financial management model technically.Although this model has produced many problems in practice,these problems are only the reflection of the ills of the grassroots administrative management itself.In addition,the immature“village finance governed by town”model itself and the supporting system is imperfect,which reveals the contradiction between itself and reality.Therefore,in the process of “village finance governed by town”or other village-level financial management mode,it is
