Research On Optimization Of Village-Level Financial Management System In Bailu Town

Developing and expanding the village level collective economy is an important support for the implementation of the Rural Revitalization Strategy in the new era,an important guarantee for improving the organizational strength of rural grass-roots party organizations,and an important way to lead farmers to achieve common prosperity.The improvement of village level financial management system is an important measure to develop and expand village level collective economy and realize rural revitalization.Optimizing the village level financial management system is an important measure to maintain the village level financial order and an important content to improve the level of grass-roots governance.Doing this work well is of great significance to promote the harmony and stability of rural society and recommend the process of Rural Revitalization.The village level financial management of Bailu town has its particularity,such as its strong economic strength,perfect industrial structure,strong financial protection ability of local government and so on.Its collective financial expenditure also has its particularity,such as large amount of funds,wide use,difficult management,stronger government guarantee of people’s livelihood and so on.Therefore,the research on the village level financial management system of Bailu town is more representative.Through this study,I hope to put forward practical countermeasures for the optimization of village level financial management system in Bailu Town,in order to provide reference for solving the common problems of rural financial management in China.Based on the investigation of nine village collective economic organizations in Bailu Town,this paper visits,discusses and issues questionnaires to villagers,village cadres and town cadres,and studies the optimization of village level financial management system.In the research process,the evaluation system of village level financial management system is constructed based on analytic hierarchy process.Using the principal-agent theory,internal control theory,centralization and decentralization theory,accounting rent-seeking and accounting control theory to analyze the problems existing in the system construction,it is pointed out that Bailu town has great problems in the construction of financial personnel,the design of village level financial management system,the implementation of village level financial management,ideological understanding,accountability,financial disclosure,financial supervision and so on.On this basis,this paper puts forward the optimization scheme of village level financial system,optimizes the design of system design,financial personnel,system implementation and implementation effect,and puts forward safeguard measures such as continuously improving the comprehensive quality of rural financial managers,continuously improving and refining various financial management systems,and continuously implementing various Village level financial systems.
