Industrial transfer refers to the process of transferring industries to other areas due to the influence of supply and demand,resources and funds and so on.Industrial transfer is a result of objective economic development.With the continuous development of China's economy and society,in the eastern coastal areas of China have appeared the phenomenon of industrial transfer,according to the macro economic situation in China,the inland areas with good conditions to undertake industrial transfer,not only has rich resources,abundant labor force and a comprehensive new market environment,at the same time,because of the market the needs of the development,to undertake industrial transfer will also get policy support.Henan province is an important province to undertake industrial transfer in China.According to its own development situation,Shangqiu is the first to take the industry transfer demonstration city.It also makes Shangqiu play a positive role in undertaking industrial transfer with a more active attitude.However,since 2012 the city of Shangqiu according to the "Shangqiu city to undertake the construction of the Central Plains Economic Zone Industrial Transfer demonstration overall plan" decision takes effect after five years,the market environment is more complex,in the city of Shangqiu is also put forward higher requirements,the strategy of industrial transfer on therefore,this study adopts the method of literature analysis,comparative analysis statistics analysis method,the analysis method of game theory,from two aspects of qualitative and quantitative analysis of the current Shangqiu city to undertake the industrial transfer of the research background,analyzes the basic situation of the industries to undertake the transfer and research situation of Shangqiu City,the research results are as follows:Compared with the provinces and other provinces,Shangqiu has the advantages of undertaking the industrial transfer in the eastern region: first,the advantage of location.Second,the advantage of resources.Third,market advantage.The disadvantages are: first,the industrial supporting and the environment construction are insufficient.Second,the function of carrying industrial transfer is insufficient.Third,the use of foreign capital ability is insufficient;Shangqiu city government at all levels to undertake industrial transfer has the following measures: in the planning of leading industry,the "Shangqiu city master plan(2015-2030)strategic plan";in the gathering area planning issued "on the publication of the Shangqiu municipal two the fusion zone" list of the notice ";in terms of investment,in 2015 the introduction of" on further promoting the development of enterprises "gives guidance strategy,makes Shangqiu has become the first choice of many city industrial transfer.But there are still some problems,especially in: on the issue of history concentrated in Shangqiu city industrial structure is not balanced,the city of Shangqiu in the capital,the management of the development level is low,poor financing ability,market development level is not high;in the market mainly concentrated in the area between the development of market economy,the gap is too large so,because of a lack of industrial transfer relationship in regional cooperation and mutual promotion of the ideal.This paper focuses on the research of countermeasure and practice in the process of undertaking industrial transfer in our country,summarize and learn from the successful experience of Anhui city in Wuhu province and Henan Province,Zhoukou City,Shangqiu city and the development of the actual situation,from the two aspects of government and market put forward the optimization measures,specific measures are as follows: Shangqiu city it should be in the follow-up to undertake industrial transfer,should the original ideas focus on the transformation of government work,accelerate the construction of service-oriented government process,and to improve the infrastructure construction and optimization of the industrial structure as the goal,Shangqiu enterprises should also be more new development concept,need to focus on the combination of market demand,and realize enterprise development in supporting on the industry.So as to achieve the healthy development of Shangqiu's own economy and society,step by step in a more steady way to promote Shangqiu's undertaking in industrial transfer.
