Since reform and opening-up, Shanghai has achieved rapid economic development and occupied an important place in the whole country. Especially after the development and opening of Pudong District, Shanghai became a national leader in economic development. A series of changes in the economic field also made the suburb a historic change both in the status and role.Opening-up policy, high intension on inviting investments from overseas, preferential policies given by central government and superior economic and geographical location makes the level of using foreign capital in Shanghai rising year by year. The economic contribution made by foreign investment has been growing accordingly. Foreign investments mainly concentrated on industrial parks in all size. Industrial parks achieved rapid development based on inviting foreign investment and gradually become the main distribution bases of dominant industry and the golden zone of economic construction and development of the city. Industrial parks decentralized in each district can become engines of economic growth of suburbs or even the city of Shanghai.With the expansion of economy scale and the impact of such factors as population growth, Shanghai urban area continued to expand. Industrial enterprises originally located in the center have outward migrated. Industrial enterprises into the suburbs not only became new power of economic development but also changed the industrial structure and employment structure in the suburbs. Early as 1958, Shanghai planned to build satellite cities relying on industry. Since 1990, Shanghai has been planning to construct a number of suburban new towns. Either new towns or satellite cities, played positive roles on Shanghai's economic development, reasonable industrial readjustment and urban population decentralization. New towns should become the development pole of suburban area.In the process of integration of the Yangtze River Delta, bi-directional transfer of industry in suburbs and other cities in Yangtze River Delta industry never stops. At first, excellent location, convenient traffic and preferential policies in Shanghai attracted foreign enterprises to settle down. But with the rise in labor costs and cost of rent, the suburban location advantages have been greatly weakened. From a profitability standpoint, manufacturing sector had to migrate to the Mainland. Now, disadvantages on rent cost and labor cost could not been reversed as the speed of urban development. Therefore suburbs must look for new solutions of industrial development in the future.This article stands from the perspective of industrial development, analyzes the suburbs history and present situation of industrial development and reveals characteristics of suburban industry in industrial structure, industrial layout and industry cluster. This article also analyzes the factors influencing the development of suburban industry and the influence caused by industrial development. At the end, policy and recommendations for promoting industrial development in the suburbs has been put forward.PartⅠis an introduction, mainly to introduce the background of the study, the content, the methods and the definition of the scope of suburbs of Shanghai;PartⅡintroduces industrialization and industrial structure theory, industrial distribution and industrial cluster theory and industrial growth and transformation theory as well as predecessors'work on Shanghai suburbs and industrial development of suburbs in large cities.PartⅢanalyses the overall situation on suburban industry as well as the characteristics of industrial structure, industrial agglomeration and industry distribution in suburbs. This part uses a combination of qualitative and quantitative analysis methods and reveals various aspects of industrial development. This part is the most important.PartⅣcovers the factors which influence industry development in suburbs mainly from following aspect to interpret, such as industry sources, industrial policy, industry transfer between international and domestic market and labor supply.PartⅤanalyzes the impact of industrial development of suburbs which mean to the impact to Shanghai gross economy, urbanization, urban function and space transformation space. Here, the case of Songjiang is to illustrate the relationship between industrial park and development of new town.PartⅥcovers the main conclusions and policy recommendations. Through the comprehensive analysis of the industry of suburbs, it comes to the conclusion. On this basis the relevant policy recommendations has been proposed, They are accelerating economic restructuring, developing headquarter economy,improving the function of the city, increasing the proportion of service industry, readjusting the industrial enterprises in the Park, regional specialized production and extending the industrial chain.
