China's economy has experienced rapid growth for 40 years since the reform and opening up in 1978.Relying on the unique resource endowments and low labor force,China has continuously increased its opening to the outside world and integrated into the global value chain in 40 years.Accompanied by the fact that China's economy has entered the new normal and the decline of the low labor,also the demand for scientific and technological progress has been further strengthened.The old development strategies for integration into the global value chain which dominated by the developed countries has appeared more and more contradictions.It's very important to our country to know how to integrate into the division of global value chain in the better way and to maximize the value-added ability.The implementation of “The Belt and Road” initiative have provide a new idea to us to participate in the manufacturing global value chain,That is to form the "regional value chain" of manufacturing which led by China.With the continuous advancement of "The Belt and Road" initiative,it has become possible to reshape the division of labor in the existing value chain.In order to discusses the feasibility of China's leading regional value chain,this paper will use the OECD-TiVA database to discuss the possibility from two aspects,one is the perspective of constructing basic conditions for the regional value chain,another is the industrial complementarity and competitiveness of the countries along the route.Based on the OECD-TiVA database and the KPWW method,using GVC participation index,GVC position index and Revealed Comparative Advantage index as the analysis indicator to analysis the feasibility of leading Manufacturing Regional Value Chain,which from the the basic conditions of regional value chain support and the complementarity and competitiveness of manufacturing industry.The results show that,it is feasible to forming a regional value chain under "The Belt and Road" initiative,and China has the basic conditions for dominating the manufacturing regional value chain along the B&R,also it's meets the basic requirements of national appeals along the B&R.After formed the RVC,china will shift to the role of GVC which the United States,Japan and Western Europe even do,Obtain the opportunity to leading high technology industry of the value chain.It will promote the transformation and upgrading of China's manufacturing industry and enhance China's independent innovation capability in the high-tech field.Based on the measured GVC participation index and GVC position index,this paper has analyzed China's participation and position in the global value chain.At the same time,we compared the position in GVC between China and the major countries along the B&R.we also measure and calculated the position index of China based on GVC and RVC,to reflect whether china have the chance to leading the high-tech field after shifting from GVC to RVC.Secondly,from the perspective of the manufacturing industry,Complementarity in manufacturing industries is stronger than competition between China and "The Belt and Road" countries,and China can lead the high-tech field in the manufacturing regional value chain.In the end of this paper,we make four suggestions to establishment regional value chain and updating the position of China in GVC.The first one is to promoting infrastructure construction along "The Belt and Road",The second one is increasing support for high-tech manufacturing companies,Another is to building a division of labor system in the regional value chain,The last one is expanding market space along "The Belt and Road" market.
