With the continuous advancement of "The Belt and Road Initiative",the economic ties between China and the countries along“The Belt and Road Initiative" have continued to strengthen,and the accelerated flow of production factors and resources has generated more demand for logistics.The logistics industry has ushered in new development opportunity.The northwestern region of China is the frontier of "The Belt and Road Initiative" domestic section.It is the golden section of the "Silk Road Economic Belt".It has obvious location advantages and bears the responsibility and mission of modern international logistics channels.It has become a hot issue in the current channel economic theory research of "The Belt and Road Initiative" that how the northwest region better grasp the development opportunities,give full play to its role as a major channel for logistics,and realize the rapid and steady development of regional logistics and economy.In this regard,the thesis studies the development level and promotion strategy of regional logistics in Northwest China.Firstly,on the basis of combing and summarizing regional logistics related research,combined with the "The Belt and Road Initiative" initiative background,starting from the four dimensions of logistics infrastructure construction and development benefits,economic strength,sustainable development capability and logistics development potential.Index screening model of R clustering,improved entropy method and correlation coefficient is comprehensively applicated to screen the indexes,which takes into account the index factors of redundant information,discrimination and other factors.The regional logistics development evaluation index system of northwest China under "The Belt and Road Initiative" is constructed.The model of information contribution of index system based on principal component--entropy is adopted to verify the rationality of the index system construction,and to carry out the basic theoretical exploration for the evaluation of the development level of logistics in northwest China.Secondly,aiming at the problems of fuzziness and randomness in the evaluation process of regional logistics development,the fuzzy comprehensive evaluation method based on the cloud model is proposed.Based on the above-mentioned the regional logistics development evaluation index system of northwest China,the weight of the evaluation index is calculated by the Entropy method of objective weighting.According to the fuzzy comprehensive evaluation steps of the cloud model,the regional logistics development level of the six northwestern provinces in 2016 and the regional logistics development level of Gansu Province in 2010-2016 are evaluated and analyzed from two dimensions of spatial and temporal.The evaluation grade of each indicators level and the comprehensive evaluation grade of regional logistics development in six northwest provinces and Gansu province are determined.Finally,by analyzing the evaluation results of the above cloud model,the four prominent problems in the development of northwest region logistics are summarized,which are uncoordinated and low overall level of regional logistics development,differences in logistics infrastructure construction,environment pressure of logistics development,and potential of logistics development to be tapped.Based on the above problems,some targeted development proposals are puted forward.All above are expected to provide a reference for the northwest region to better grasp the development opportunities of "The Belt and Road Initiative",effectively exert the role of "The Belt and Road Initiative" logistics channel,promote rapid and stable,coordinated and orderly development of regional logistics and regional economy.
