Research On The Regional Innovation Efficiency Of "Silk Road Economic Belt"

Technological innovation has been an important strategic measure for developing economy to improve industrial structure and transfer the economic growth pattern.The proposing and construction of “Silk Road Economic Belt” is an important historic opportunity for the west area to rise rapidly once again by connecting the economy of Eurasian countries and China closely.To evaluate the regional innovation efficiency of the Belt is an important way to measure its development and it is of great significant to improve the innovation level,facilitate the deepening and development of innovation technology and optimize the regional industrial structure.Based on the regional innovation and efficiency evaluation theories domestic and overseas,this paper studies the regional innovation efficiency of the “Silk Road Economic Belt” between the year 2007 and 2013 from both static and dynamic perspective.The research background and significance is stated firstly.A summary of the literature and an introduction of the contents,methods,the technical route adopted and the possible innovation point are stated then.The relevant concepts and theories are generalized and narrated,with the emphasis on the theory of efficiency measurement and its mathematic model,forming the theoretical basis.Then the regional innovation efficiency and total factors productivity of the “Silk Road Economic Belts” are calculated using Super Efficiency Data Envelopment Analysis and Malmquist Index from static and dynamic aspects.Finally a Tobit Regression of the environmental influence factors to the efficiency is made to find out the key factors,based on which,advise and suggestion are proposed to improve the Belts' innovation efficiency.The main conclusions are as follow:(1)The innovation efficiency of the Belt is not high.the efficiency difference among the 9 province is significant,Sichuan,Chongqing,Shannxi and Gansu are in the top;Qinghai and Ningxia are restricted by its innovation scale;Guangxi,Yunnan and Xinjiang are low efficiency and the redundancy exists in R&D expenditure and personnel.(2)During the research periods,the TFP of the Belt has increased by 10.4 percents.The Malmquist Index suggests that technology progress is the main cause of the growth of the total factor productivity of regional innovation,but the efficiency improvement is not obvious.Further decomposition to the technology efficiency suggests that both the pure technology efficiency and scale efficiency have an influence on technology efficiency,but scale efficiency has a greater impact.(3)The Tobit regression suggests that labor quality,degree of economic openness and government support are significantly positive to regional innovation efficiency,while the regional economic is negative maybe due to the facts that some regions have waste utilizing innovation resource.An important task for the policy makers is to further improve the supportive system and the relationship between the major actors.
