Research On The Power Configuration Of Food Safety Allocation In China

Food safety regulation is not a long history in our country,but also because of historical reasons of food safety regulation short,China's food safety regulatory power configuration is relatively backward.At present,the transverse food safety regulatory powers configuration for segmented regulation,mainly by the agriculture department,the administrative department for industry and commerce,quality supervision department,market supervision and administration,food and drug supervision and administration department,the department of health administration and other administrative departments for public health.China's vertical food safety supervision and regulation power allocation is based on local level management,which emphasizes the overall responsibility system of local governments.At the present stage,food safety supervision problems are highlighted,and food safety accidents are constantly occurring.Serious food safety issues such as "nuclear contaminated areas" food,excessive fungus pistachios and "foot odor salt" are endangering the health of our people.The effective supervision of food safety is of great importance to the harmony of people's life and society.To this end,the author analyzes the existing problems from the perspective of the allocation of food safety supervision rights,and provides a train of thought for the reform and development of the power allocation of food safety supervision.At present,there are two kinds of problems in our country's horizontal food safety regulation.One is the lack of authority of food safety coordination.The other is segmented regulation caused blind area and regulatory cross regulation.There are two main problems in China's vertical food safety supervision and supervision,which are lack of regional coordination agencies and local responsibility system for food safety supervision.Such developed countries as the United States,Spain,Denmark,the power configuration of food safety research,found that the developed countries food safety regulators from centralization,generally set up coordinate regulatory independent institutions.There are also good laws and regulations,technical standards and risk prevention system.Based on the present situation of our country and the beneficial experience of developed countries,we can improve our food safety supervision power allocation through four aspects.First,the food safety committee is clearly defined as the body of the rigid administrative body,the supervision and functions of the food safety commission and the status of the food safety commission.Secondly,it is possible to gradually adjust the food safety regulatory agencies and their functions to consider the reduction of supervision in four phases to three or two phases.Furthermore,the establishment of a cross-regional coordinating body to address the growing number of cross-regional food safety regulations.Finally,the implementation of vertical integration of longitudinal food safety regulatory model,the vertical leadership model can implement below the provincial level in our country,the provincial food safety supervision department is responsible for the local regulatory personnel,property,etc.
