GM technology is a technology that uses molecular biology technology as the core to modify and modify genes and thus to change the genetic traits of organisms.The use of transgenic technology to cultivate new crop varieties has an important role in protecting the ecosystem,alleviating resource pressure,improving product quality,and ensuring food security.At present,China has officially approved the production of six transgenic crops of cotton,papaya,poplar,tomato,petunia,and sweet pepper,and issued a biosafety certificate for transgenic Bt rice and transgenic phytase corn,and accelerated the implementation of genetic modification crops transforming from the fiber crop-feed crops-the industrialization of food crops.However,with the emergence and application of new technology,GM technology has brought great social and economic benefits,and the controversy has never ceased.The uncertainty in the commercialization of GM crop technology is related to whether it is necessary to accelerate the adoption of GM crops which is one of the arguments for industrialization.Therefore,it is necessary to explore the risk issues in the commercialization of GM corn technology that including the potential risks in the process from technology development to commercial application.Since GM corn technology has not been commercialized in China,this study is a preliminary study.The pre-study has a certain pre-judgment and forward-looking,and will have important reference value for the government's decision-making.This article considers that the commercialization of GM corn technology is at the beginning of the industrialization course of GM corn and is an important part of this process.It is intended to select technology commercialization risks as the research object and collect data through interviews with experts in various fields compensating for the data information to make up the insufficient while giving experts different weights to ensure the scientificity of the data.Finally,the risk level of the commercialization of GM corn technology was pre-judged through the risk matrix method,and the main measures for preventing risks were proposed.This article first defined and elaborated the concepts related to risk and related theories,and analyzed the current status of the development of transgenic corn technology at home and abroad and some existing practical problems to pave the way for more comprehensive identification of risks.Secondly,established a corresponding risk evaluation index system according to genetically modified the commercialization of corn technology from the laboratory stage to the productization stage to the commercialization stage and the macro and micro environment to which the commercialization of GM corn technology depends identifying the technical risks and transactions involved in the commercialization of technology through the Delphi method.Risks,production risks,market risks,investment risks,management risks,and environmental risks which are the specific risk factors among the seven types of risks.On this basis,the risk measurement process that combines risk matrix with fuzzy theory and tomography analysis was described.Finally,the paper applies the risk assessment system to measure and evaluate the commercialized risk of GM corn technology,and further analyzes the evaluation results,and proposes targeted countermeasures.The conclusions of this paper are as follows: The overall risk level for the commercialization of GM corn technology is “medium”,which indicates that China's implementation of commercialization of GM corn technology is more optimistic;legal policy risk,market acceptance capacity risk and technology applicability risk are the key factors affecting the commercialization of technology,followed by market acceptance time risk,supporting technology availability risk,and intellectual property risk;to prevent the risk of technology commercialization,China should increase capital investment and improve capabilities of innovation technology,reform the R&D system for GM technology,raise the awareness of proprietary intellectual property rights for GM corn,research and follow-up on complementary technologies,and the enhancement of genetically modified science work.
