With the continuous progress of science and technology, the technology firms have gain considerable development, especially the small private technology enterprises spring up like mushrooms. However, the allocation of talent of our country's small private technology enterprises is a worrying spot. A large number of foreign enterprises have entered our country, which intensified the competition for talent. Many small private technology enterprises have trained many talented people, but they are unable to retain talented people. Many of their talented people would be likely to move to jobs elsewhere, which made small private technology enterprises be troubled by more serious brain drain problem. High rate of brain drain will not only have a seriously influence on the survival and development of small private technology enterprises, but also limit the overall development of public scientific and technological enterprises. Therefore, it has important theoretical and practical significance to study brain drain of small private technology enterprises, analyze the reasons of small private technology enterprises brain drain and search for the measures to solve the problem of brain drain.In this paper, the three theories, management, economics and psychology, were used. This paper analyzed and discussed the problem of brain drain in small private technology enterprises in China. Through the analysis of the problem of brain drain in small private technology enterprises, we identify the importance of talents to the survival and development of enterprises. This article focused on the study of risk identification mechanism of the brain drain in small private technology enterprises, and it tried to establish a risk identification model of the brain drain. It provided a theoretical support for enterprises to carry out effective human resource management. We selected a typical case to analyze the risk identification mechanism of the brain drain, and we put forward some proposals and measures to solve the problem of brain drain in small private technology enterprises.
