Since 2016,the State Council has formulated and vigorously promoted the "two invoice system" policy for drugs,rectified and reshaped the drug circulation market.This policy has a fatal impact on pharmaceutical companies.Pharmaceutical companies are faced with changes in market conditions such as the flattening of pharmaceutical distribution systems,fragmentation of orders,and outsourcing of hospital logistics(SPD:Supply/Processing/Distribution),so they will intensify the construction of the logistics and distribution network system and increase the level of logistics service management.Among them,the city distribution business of end retail such as hospitals is the main competition area.The paper takes KH pharmaceutical company as an example,and takes the issue of the inventory and distribution in city delivery of its general drug(non-frozen drug)in Beijing.Based on the company's annual orders and inventory distribution data from June 2016 to May 2017,this paper aims at the three-tier distribution system and existing problems,and optimizes the inventory and distribution path for the traditional order replenishment model and the future SPD model.The paper firstly combines the characteristics of the traditional distribution model,adopts the cluster analysis method to divide the customer's distribution area,and combines the idea of fixed partition to establish the 0-1 planning objective function with the goal of optimal total distribution cost.Then adopt the genetic algorithm to solve the model and finally determine the delivery plan.At the same time,the key impact indicators for the storage of generic drugs were analyzed.The company's 3031 drugs were clustered and analyzed by multi-criteria ABC classification and a corresponding inventory strategy was proposed.SPD is an important market for pharmaceutical companies to compete for in the future.This paper aims to optimize the total cost of the system.According to the ABC classification of multiple standards,a mixed 0-1 planning model has been established for drugs with different inventory strategies,which takes into account hospital inventory,hospital distribution,distribution center inventory,and distribution center supplements.The goods were finally solved by genetic emission.Through the analysis of optimization results,we can see that under the traditional distribution mode,the optimized distribution and storage costs are significantly reduced,and the vehicle loading rate,inventory turnover rate,and order satisfaction rate are effectively improved,and the distribution line and inventory decision optimization results are satisfactory.Under the SPD model,distribution resources will be more reasonably integrated and deployed,inventory management will be more flexible and flexible,and the supply and demand market will present a "win-win" situation in which the total system cost is optimized.This paper as an example applied research paper not only has a guiding significance for KH company's substantial logistics operation management,but also has a certain inspiration for the pharmaceutical circulation industry.At the same time,it also enriches the "two invoice system" research and inventory-path management research,and has certain theoretical research value.
