Analysis Of The Local State-owned Grain Enterprises Reform In Yi Chun City

The general secretary Xi jinping point out that the development of China's economy has turned into the “new normal”,which means the speed of economic development has been slow down.Grain feeds human beings,and is also an important supporting of the development of industry and services.Food security relate to stability of people's lives,economic development and national security.Local state-owned grain enterprises play important roles in ensuring food security,maintaining market stability and protecting grain farmers' interests.The general office of the state council carried out a file named <advance supply-sidestructural reform in agriculture and develop the grain industry economy> to implement the national food security strategy,which means local state-owned grain enterprises reform should be imperative.This article analyze the local state-owned grain enterprises reform in Yi chun city,purposing to identify problems encountered in management,the necessity of reform and using SWOT method to analyze the environmental conditions of the reform,therefore comes up with the further reform measures of local state-owned grain enterprises in Yi chun city.This article includes six parts,describes current situation of local state-owned grain enterprises and achievement of reform,point out the problems,then analyze the necessity of reform,then use SWOT Analysis to survey the environmental conditions of the reform in new normal,put forward the further reform measures from both the government and the enterprises.According to the study,the local state-owned grain enterprises reform measures in Yi chun city should include personnel reform and solve the problems left over by history properly;introduce a fiscal and tax policy conducive to local state-owned grain enterprises reform;separate government functions from enterprise management and organizing enterprises groups;deepen reform to establish mixed ownership systems form the government level.Transformation and upgrading,set up the integrated service system of production,supply and marketing;introduce excellent management talents,enhance capacity for independent innovation,take the industry-university-research development;participate supply-sidestructural reform in agriculture and form grain groups form the enterprise level.This reform measures can help local state-owned grain enterprises in Yi chun city to clarify the development ideas and path,advance development of the grain industry economy,stimulate market vitality and enterprise innovation impetus,ensure China's food security.
