Research On Coordinated Development Between Economy And Environment Of Hebei Province Under The Background Of Undertaking Industry Transfer

Under the background of collaborative development of Beijing,Tianjin and Hebei Province,Hebei Province,the lowest economically backward region,is undertakeing industrial transfer.Industrial transfer brings both opportunities and challenges.On the one hand,with the development of Beijing,Tianjin and Hebei integration,Hebei Province,for the domestic and foreign investment attraction of Beijing and Tianjin,attracting more domestic and foreign investment.Therefore,more advanced technology and management experience are bought to Hebei,which makes Hebei Province's rapid economic development.On the other hand,with the coordinated development for the Beijing-Tianjin–Hebei region,Hebei Province plays the role to undertake industrial transfer from Beijing and Tianjin area and international regions,it undertakes more manufacturing,especially high pollution and high energy consumption of heavy industry,which makes the environmental problems in Hebei Province increased.How to better undertake industrial transfer in order to realize the coordinated development of economy and environment under the background of the coordinated development for the Beijing-Tianjin-Hebei region,has a deep theoretical and practical significance.So,based on the status of industrial transfer,the economic and environmental effects were evaluated and analyzed.On this basis,the government and enterprise as the starting point,it puts forward the countermeasures and suggestions on how to carry out industrial transfer in order to achieve the coordinated development of the economy and the environment.It specifically includes the following contents.Firstly,in the chapter of the introduction,it introduces the background,contents and methods of the research briefly.It reviews the current situation of the coordinated development of economy and environment and the research status of industry transfer at home and abroad systematically,and puts forward the breakthrough point of this research.The next chapter is the theoretical basis of this paper.Both the concept of the coordinated development of economy and environment and industrial transfer is defined,and the relevant theories of the coordinated development of the economic environment and industrial transfer are explained briefly.In this paper,this chapter plays a role of a necessary theoretical foundation for further research.The following part divides industrial transfer into two aspects from the sight of domestic and foreign investment and foreign investment.Hebei Province's industrial transfer under the situation of the coordinated development for the Beijing-Tianjin-Hebei regionis analyzed.Overall,the scale of industrial transfer in Hebei Province is increasing,but more investment puts in high pollution and low value-added industries.Next to it,the research analyses the economic and environmental effects of Hebei Province undertaking industrial transfer.Using the specific measurement,the results show that industrial transfer hasbrought economic growth effect,industrial structure effect and employment effect to Hebei Province.The environmental effect for Hebei Province is mainly manifested as the increase of industrial three wastes,which is in line with the Environmental Kuznets Curve.The above results show that industrial transfer brings in economic development and at the same time,also destroyed the original ecological environment.For the further study,this paper uses the coordinated development of economy and environment in Hebei Province,the entropy method and coefficient of variation method is evaluated and analyzed.The economy of Hebei Province as the economic benefit increased year by year,and the environmental benefits are not optimistic.The coordinated development degree showed an upward trend,but still below the level of development lagging behind economic development.At the sight of the perspective of government and enterprise,put forward to undertake industrial transfer so as to better promote the corresponding policy suggestions on the development of economy and environment in Hebei Province.The main recommendations include: clear functional positioning,accurately undertake industrial transfer in Beijing and Tianjin;rational choice in the industry,promote industrial upgrading;coordination is proposed to strengthen environmental awareness,promote sustainable development;establish access mechanism of environmental threshold,good anti-pollution work;establish an effective market mechanism,improve the environmental protection investment five suggestions.Lastly,the paper summarizes and prospects the whole text,points out the next research direction.
