Urban Social-economic-environmental Complex System Coordinated Development Research

In recent years,the contradiction between society,economy and environment has become obvious with the accelerated process of industrialization and urbanization.The pressure on the environment caused by the development of society and economy is increasing.The rapid economic growth has been restrained by the social and environmental development.Some social issues,such as education and medical care,have become the key problems in the uncoordinated and unbalanced development among regions.In this context,the concept of sustainable development emerges and turns into an important strategy implemented in China's modernization and one of the important goals for the full realization of well-off society.Sustainable development is the kind of development emphasized coordination between society,economy and environment.Coordination is a way to achieve sustainable development,as well as a standard and a measure for evaluating development.The sustainable development of city can only be achieved on the basis of mutual coordination and common development of society,economy and environment.Henan Province,located in the Central Plains,is one of the important provinces for the rise of Central China.With the approval of "the development plan of the Central Plains urban agglomeration ",18 prefecture-level cities under Henan Province have become an important part of the Central Plains urban agglomeration.How to achieve coordination among society,economy and environment at key stage of the province's industrialization and urbanization has become the key content of practicing the strategy of sustainable development and achieving the goal of sustainable development by all cities in Henan Province.In this paper,society,economy and environment are considered as a composite system of urban development.The coordinated developments of composite systems in 18 cities of Henan Province are evaluated through the construction of index system and model.From a time point of view,the coordinated development levels of the socioeconomic-environmental composite systems in 18 cities from 2006 to 2015 have basically been on the rise.The differences in the development levels of the urban composite systems are due to the different development speeds of the various subsystems.From a spatial point of view,taking Zhengzhou as the center,the coordinated developments of cities in Henan Province show a trend of declining gradually from the middle to the surroundings.The western cities' development levels are obviously higher than the eastern cities',but the differences among cities gradually narrow with the development of time.Overall,only a few cities in Henan Province have a good economic foundation and grow fast.The remaining cities have a sustainable lag in the development of their economic subsystems.In the future,if we want to enhance the overall coordinated development levels of the composite systems in 18 cities in Henan Province,we should choice some differentiated measures against the actual situation of the cities.For example,in the face of cities which are economic development but relatively lagging environment,we should establish a cyclic economy concept to change "high consumption and high pollution " mode of economic development and improve the quality and efficiency of economic development;In the face of cities which are social progress and ecological balance but relatively lagging economy,we should optimize their industrial structures and promote the modernization of agriculture and industry;In the face of cities which are social and economic development but not compatible with the environment,we must promote the construction of a new type of urbanization and create a harmonious society.
