Study On The Coordinated Development Of Environment And Economy In Hebei

Since men entered the industrialization society, the nature of the intervention ability toincrease ceaselessly. With the continuous economic growth, human accumulation of materialwealth level has reached an all-time high. But at the same time, farmland acute is decreased，silvan vegetation decreases, garbage siege, water resources from pollution, poor air quality,earthquake, tsunami and other natural disasters occur frequently and so on globalenvironmental issues increasingly restrict the development and progress of mankind, humanbeings gradually recognize themselves in achieving economic growth at the same time, alsopaid heavy environmental cost, to the expense of the environment for economic developmentis not sustainable, so people began to reflect on the realization of economic growth but also tocoordinate the relationship with the environment, implementation economy, environmentcoordinates development.since the reform and opening up, Hebei province has achieved rapid economic growth,the people’s living standard has been greatly improved. But Hebei province is a large provinceof industry, its ecological environment foundation is relatively fragile, coupled with thelong-term practice is a kind of high pollution, high consumption of extensive developmentpattern, in recent years, industrialized process accelerate ceaselessly, Hebei provinceenvironmental problems can not be ignored. Therefore, accurately evaluated the status ofeconomic and environment of Hebei Province in the current years, found the problems inHebei province between economic system and environmental system, and gives the relevantcountermeasure proposal becomes particularly important. This paper is based on the aboveideas, tries to establish a set of economic, environment coordinated development evaluationindex system, using the coordination degree, coordinated development degree model toconduct the analysis research, and through compacting with the province of Zhejiangenvironment and economy coordinated development degree, it drew the followingconclusions:（1）From2003to2004and2005recession mild disorders moderate disordersdepression; then to2006mildly dysfunctional recession, rising in2007as an offset recession,in2008enter to the primary harmonious development, in2009reached the good coordinateddevelopment, in2010achieve to high quality coordinated development.（2）The environment and economy of Hebei province failed to show the coordinateddevelopment trend, from2003to2005belong to economic lag,2006,2007and2008belongsto environment lag,2009and2010belongs to economic lag.（3）From2003to2010,the coordinated development values of environment and economy of Hebei province were lower than the coordinated development values of Zhejiangprovince,so that the environment and economic coordinated development degree of Hebeiprovince still has certain gap compared with the advanced province.The Hebei province is the coordinated development of environment and economy status,this paper proposes to improve the public awareness of environmental protection,strengthenthe greening construction,optimize the industrial structure,vigorously develop the circulareconomy,strengthen environmental law enforcement and countermeasures.
