With the advancement of the country's urbanization construction,the urban population is increasing,and the demand for harmless treatment of urban living garbage has become increasingly prominent.As a new type of waste treatment technology,domestic waste incineration power generation technology has the characteristics of harmlessness and resource utilization,and is increasingly applied to the process of urban domestic waste disposal.However,waste incineration power generation projects have the characteristics of large initial investment,long project investment recovery period,high technical requirements,and complex contractual relationships.Under the background that local governments are faced with the problem of shortage of fiscal funds to varying degrees,relying solely on government funds will inevitably face difficulties.With the introduction of Document No.43 of the State Council in 2014,the PPP model officially entered the public's view as a new type of infrastructure financing model.Although the application of PPP model in the field of waste incineration power generation projects is more and more widespread,many projects do not have project analysis of project conditions during the implementation of the implementation plan,and mainly adopt the BOT model to build waste incineration power generation PPP projects,which can not be fully utilized.The advantages of other PPP modes increase the risk of the project to a certain extent and reduce the efficiency of the project.The scheme designed in this paper aims at the waste incineration power generation project planned to be built in the Y city of a central province of China.This project plans to build a modern waste incineration power station that will treat 900 tons of waste daily and have a total initial investment of 500 million yuan.Before the concrete scheme design,this paper firstly through the in-depth study of the theory and practice of the PPP model,combined with the research status at home and abroad,refer to the relevant documents and regulations of the ministries and commissions of our country to clarify the theoretical limits of PPP and the provisions of China's PPP regulations.Then,combining the characteristics of the waste incineration power generation project and the economic and natural conditions of the location,three types of PPP modes that can be used are selected:BOT mode,BOO mode,and the characteristics of the mode structure,project income level,and project risk sharing.Latitude was analyzed and compared,and the respective pros and cons were concluded.This project adopted the BOO model.After solving the key points of the implementation plan,the project planning,project development,project financing,project construction,operation supervision,and several important PPP project implementation phase work arrangements were carried out.Subsequently,using the VFM evaluation method to demonstrate the feasibility of the implementation of the program in saving financial expenditure.Finally,from the perspective of government and social capital,this paper proposes relevant work recommendations for the specific implementation of the designed PPP implementation plan to ensure the smooth progress of the project plan.
