Research On Risk Of Domestic Waste Incineration Power Generation BOT Project

With the rapid development of China's economy,the demand for harmless treatment of municipal solid waste has become increasingly prominent.Municipal solid waste incineration power generation,as a kind of technology that can make garbage disposal "reduction,harmless and resource",is increasingly being used in the treatment of urban domestic waste.Due to the constraints of financial capital,most of the domestic waste incineration power generation projects have been built in China using BOT model.In particular,since the Ministry of Finance in 2014 issued a notice on promoting the use of government and social capital cooperation model related issues,the waste incineration power generation BOT projects have sprung up everywhere in China.With the initial investment of large amount of waste incineration power generation BOT project,long payback period,the technical requirements,characteristics of contract relations are complex,and the current laws and regulations related to the government to be perfect,so in the investment,construction and operation stage and exit mechanism,there are still many risks.In this paper,risk management theory is used to analyze and evaluate the risk of BOT project of multiple typical domestic waste incineration power generation,and put forward the method to deal with the key risk.We first review the research status at home and abroad;then through the case analysis of the 19 typical waste incineration power generation BOT project life risk identification and analysis,risk factors were collected and summarized 9 key risk categories of 29 kinds,on this basis,puts forward concrete countermeasures for risk.Finally,the risk factors combined with the specific circumstances of Chongqing city and the fourth chapter summed up the identification of possible risks in Chongqing city garbage incineration power generation BOT project,determine the risk of 7 aspects of environmental pollution,the government risk management,etc.the incineration technology is Chongqing city garbage incineration power generation projects should focus on risk,and put forward coping the key strategy for the analysis of the risk,in order to provide reference for the risk management of domestic waste incineration power generation BOT project in Chongqing city.
