| The development of urbanization in China has progressed from the development of speed to the new stage of quality development.Urbanization is not only an inevitable stage of our country's social development,but also a powerful thrust for China's current economic development.Human-centered development of urbanization is an important symbol of high-quality development of urbanization.Urbanization is not only the accumulation of manpower,material resources,and financial resources to cities and towns on a large scale,but also the sustainable development of residents transferring to cities and towns.In this process,The public functions of the government continue to be outstanding.To improve the capacity of cities and towns,government financial funds are bound to provide support.Public finance is of great significance to the development of urbanization.This paper takes Guangxi as a sample,and analyzes the impact of fiscal expenditure on regional urbanization from the perspective of the amount of fiscal expenditure and structure,in order to provide references for the development of financial support for urbanization.Based on the study of Guangxi's fiscal expenditure and urbanization development status,we use the panel data of 14 cities and districts in Guangxi from 2008 to 2016 to conduct an empirical study,using fixed-effect models,random effects models,etc.Inspecting the impact of Guangxi's fiscal expenditure scale on regional urbanization;Second,starting from the structure of fiscal expenditure,we examine the impact of fiscal education,health care,social security,and employment expenditure on regional urbanization;again,divide 14 cities and districts into Guangxi.For the two groups of high and low urbanization districts,examine the biased influence of the support of specific financial projects between them.Through analysis,it is found that financial expenditure has a significant impact on the urbanization of Guangxi region both in terms of scale and structure of expenditure,but specific fiscal expenditures and their effect on the regional urbanization rate are biased.Based on this and the voting by foot theory,the paper concludes that the“Civicization" process should be based on institutional improvements by removing the institutional obstacles such as the urban and rural household registration system as well as medical and insurance system.Then adjust the input of fiscal expenditure structure in regional urbanization according to the biased fiscal demand for urbanization. |
