Research On Financial Expenditure To Promote The Development Of New Urbanization In Shanxi Province

In 2014,Government issued the National New Urbanization Plan(2014-2020),It aims to strengthen the construction of new urbanization in China.In 2016,in order to promote the construction of new urbanization in Shanxi Province,some suggestions on the construction of new urbanization in Shanxi Province were further put forward.New urbanization construction is not entirely traditional urbanization construction.It not only refers to the rural population moving to the city but also includes all aspects of economy,society,ecology and so on.At present,some achievements have been in urbanization rate of resident population in Shanxi province.The urbanization rate of the resident population will reach 60%,but there are still some problems in the process of the new urbanization construction in Shanxi province.Such as,backward economic level,lower education level,serious environmental pollution,the traffic jam,the supply of insufficient transportation and so on.These problems need to be solved in order to speed up the construction of new urbanization in Shanxi Province.Public goods,involving public goods and services,and public goods with large positive externalities,cannot be reversed only by the market spontaneously,so the solution of these problems cannot be separated from the investment of government funds.Therefore,it is necessary to increase the investment of government funds and adjust to government expenditure reasonably.Based on the above analysis,this paper studies a large number of literature related to new urbanization and financial expenditure all over the world,and combs and summarizes the literature,then combines the theory of population migration and the theory of public choice.Though not only theoretical analysis but also empirical research,I put forward some suggestions for the development of new urbanization in Shanxi Province.First of all,the impact of financial expenditure on new urbanization and the current situation of new urbanization and financial expenditure in Shanxi province are theoretically analyzed.Secondly,this paper selects the index to construct the new urbanization development evaluation system,and take the new urbanization development index as the explained variable to study the influence of the total amount of financial expenditure and the structure of financial expenditure on the new urbanization through empirical research.This paper analyzes the current situation of new urbanization and financial expenditure in Shanxi province,and finds that the main problems of new urbanization inShanxi province are as follows: slow economic development,low population urbanization rate and serious environmental pollution.The total financial expenditure of Shanxi Province is small.The main reasons for the problems in the development of new urbanization in Shanxi province are that the low level of economic development,the unclear definition of administrative power and the scope of expenditure responsibility leading to less financial expenditure.The structure of local financial expenditure needs to be optimized,the expenditure of human capital,energy saving and environmental protection,and less expenditure on transportation and transportation.Empirical study the impact of financial expenditure on the development of new urbanization.Therefore,this paper analyzes the reasons,combined with empirical analysis and foreign experience,and puts forward financial suggestions to promote the development of new urbanization in Shanxi Province from the angle of financial expenditure.
