Evaluation Of The Implementation Of Regional Science And Technology Innovation Policy

General Secretary Xi Jinping repeatedly emphasized that innovation is the primary driving force for development.The report of the 19th C.PC National Congress clearly stated that it is necessary to speed up the construction of an innovative country.In order to respond to national policies and improve Hunan's scientific and technological innovation capabilities,Hunan Province took the lead in releasing the“Comprehensive Hunan Construction Outline" as early as 2012.From the "China Regional Innovation Capability Report" over the years,it can be seen that the ranking of Hunan Province has been increasing year by year,and Hunan's scientific and technological innovation capability has been increasing year by year.The rapid improvement of Hunan's scientific and technological innovation ability cannot be separated from the guidance of relevant science and technology innovation policies.On the basis of implementing the country's various science and technology innovation policies,Hunan Province has also promulgated a series of local science and technology innovation policies that guide,support,and encourage the development of science and technology innovation in the province through various technological innovation policies.Because the policy itself is uncertain and dynamic,it is necessary to scientifically and effectively evaluate the implementation effect of this type of science and technology innovation policy after the implementation of the science and technology innovation policy in Hunan Province,and to find out the limitations of Hunan's science and technology innovation policy.The basis for the formulation and adjustment of Hunan's science and technology innovation policy.This study summarizes the science and technology innovation policies promulgated by Hunan Province from 2007 to 2016,categorizes Hunan's science and technology innovation policies,and analyzes and studies the current situation of Hunan's science and technology innovation policies.Based on the research results of scholars at home and abroad,the evaluation index system of Hunan's science and technology innovation policy was constructed.Based on this,the index data was collected,and the principal component analysis method was applied to the effect of the implementation of the science and technology innovation policy promulgated by Hunan Province between 2007 and 2016.The remaining five provinces were compared and a horizontal comparative analysis was conducted between 14 cities and counties in Hunan Province.Data envelopment analysis method was used to compare the effect of the implementation of science and technology innovation policies in Hunan Province from 2007 to 2016 from the time series.Based on the combination of theoretical and empirical methods,the following conclusions are drawn:(1)The implementation of the overall science and technology innovation policy of Hunan Province is good,and the policy has played a role in promoting the development of science and technology innovation in Hunan Province.However,science and technology innovation financial policy and science and technology innovation education policy have little effect on the development of science and technology innovation in Hunan Province.Raising the investment of innovative funds and high-tech talent is one of the keys to the future development of science and technology innovation in Hunan Province.(2)The development of science and technology innovation in the 14 cities and counties of Hunan Province is relatively unbalanced.The development of appropriate scientific and technological innovation policies based on the regional economic structure and development status can promote the development of the overall level of scientific and technological innovation in Hunan Province.(3)Hunan's science and technology innovation scale and technological innovation achievements have a good effect on policy conversion,but Hunan province's science and technology innovation and R&D policy implementation effect is not satisfactory.It is the key to the development of science and technology innovation policy in Hunan Province to improve the efficiency of scientific and technological innovation and research and development policies on the basis of maintaining the existing one.(4)Basic-oriented science and technology innovation policies have the largest number of enacted policies,but they have less impact on the development of science and technology innovation in Hunan Province.Such policies may result in the waste of resources such as talents and funds.The revision of the content of this type of policy and the promotion of policies are also the focus of Hunan's future policy on science and technology innovation.
