Nowadays, science and technology as the first productivity, its status and role areincreasingly prominent, science and technology innovation ability has become decisive factorwhich decides a region even a country’s core competitiveness. So more and more attention hasbeen paid by every country to the innovation of science and technology. Since the reform andopening up, China’s scientific and technological innovation consciousness constantly improve,leaders promoted science and technology innovation to national strategic height. Withconstantly development of the level of science and technology innovation, China’s scientificand technological innovation has made some achievements, it has promoted China’s economicdevelopment. Similarly, if a region has a better ability of innovation of science and technology,It can also be very good to improve the comprehensive competitiveness of the region andpromote the economic development of the region. Therefore, researching on science andtechnology innovation capacity and innovation efficiency of11cities of Shanxi province hasvery important significance to enhance the comprehensive strength of Shanxi province andpromote the economic development of Shanxi province.First of all, the connotation of this paper related to science and technology innovation,regional science and technology innovation ability, regional science and technologyinnovation efficiency concepts were defined, making11cities in Shanxi Province as theresearch object, this paper described and analyzed the status of technological innovation to11cities. And according to the actual situation of11city and the availability of data, this paperconstructed an index evaluation system of11cities in Shanxi province science and technologyinnovation capability and innovation efficiency. Secondly, according to the established indexsystem of innovation ability of science and technology, using the method of principalcomponent to analyze technology innovation ability of11city in Shanxi province, and were ranked according to the comprehensive score, science and technology innovation ability fromstrong to weak are: Taiyuan, Shuozhou, Jincheng, Changzhi, Lvliang, Datong, Jinzhong,Xinzhou, Yangquan, Linfen, Yuncheng. At the same time, according to the comprehensivescore, using hierarchical clustering of11cities will be divided into four categories: the firstcategory only includes Taiyuan city; second class only including Shuozhou city; thirdincluding Jincheng City, Changzhi City, Lvliang city and Datong; the fourth category includesJinzhong City, Xinzhou City, Yangquan City, Linfen city and Yuncheng city. The first andsecond class have strongly ability of innovation of science and technology; the third terrestrialcity is at the upstream level; they have a large space to rise; the fourth types of cities’ scienceand technology innovation ability is low. Thirdly, according to the established index system oftechnology innovation efficiency, using principal component analysis and data envelopmentanalysis to research11cities’ technology innovation efficiency results show that: onlyJincheng city achieved DEA effective, Taiyuan City, Yangquan City, Shuozhou City reachedthe pure technical efficiency and the other7cities are non DEA efficient.. In addition toTaiyuan city for decreasing returns to scale, the other9prefectures and cities are increasingreturns to scale. Finally, making a conclusion of this paper, and the relevant countermeasuresare put forward to each city.
