For Shanghai to construct ’the Science and technology innovation center with global influence’, the key is to ascertain the actual situation of Shanghai science and technology innovation. This paper based on the existing studies, according to the theoretical framework of innovation system theory, and combined with the triple helix model theory to design an index which includes three dimensions of science and technology innovation capability:resource investment, transformation process, and output benefit. Compared with others, the design of Science and technology innovation ability index improved already existed and added ’Innovation linkage’, which is the most important innovation of this paper.Firstly, in this paper, I choose more than 30 provinces and cities" data in 2014 as stylebooks and analyzed it by Principal components analysis method. The optimization of weights combined the advantage of subjectivity and objectivity, enhanced the workability of indices system as a whole. On the basis of those facts, we can reach the following conclusion:1. Beijing is the leading area of China in scientific and technological innovation.2. After Beijing, Shanghai are the highest in china.3. The eastern part is better than western and central China. Among them, Zhejiang, Guangdong, Jiangsu, Heilongjiang, Sichuan, Shaanxi have a better development. At the same time, according to the empirical results, we can got the complete index system with the weighing. Through statistics we found, three indexes (R&D, enterprise, labor) illustrated that our country’s science and technology innovation is a government-led social systems engineering, and the innovation atmosphere in china is not strong.To improve the level of Science and technology innovation ability of Shanghai, this paper hold an empirical comparison between Shanghai and Beijing, draw the following conclusion:1. Shanghai has been the leading region in scientific research funds and initially formed the enterprises-oriented market innovation mechanism. But it were relatively weak in scientific research personnel and basic research.2. Shanghai’ability of independent innovation is not high. The invention patent output rate and the science and technology paper output are not high.3. The economic base of innovation in Shanghai and Beijing are in the same level. More specifically, Shanghai has a comparative advantage in terms of urbanization construction and international exchanges and cooperation. In recent years for Shanghai, the technology market trading trend are stable and the technology market is still not active. The research integration scale is gradually formed, but Shanghai is relatively weak in the ability of "government, enterprise, industry" triple helix interaction.Finally, based on the above empirical findings, there are several measures to improve the level of Shanghai scientific and technological innovation ability:1.To improve the scientific research personnel incentive and pay attention to the development of basic research field.2. To attract more private capital into the technology incubator program and change the incubator business model.3. To build a better public trading platform and improve the technology market service system.
