On The Research Of Financial Problems Of Rural Infrastructure In Shimen,Hunan Province

Shimen county is located in Changde city,Hunan province,a mountainous agricultural county,is also the city's only national poverty counties.In recent years,due to the constraints of the financial conditions,the local government of Shimen is more and more unable to meet the local agricultural and rural economic development of rural infrastructure needs.Under the background of the rapid development of internet finance and increasingly diversified financing modes,it is an urgent task to find suitable ways to broaden the financing channels of rural infrastructure,further accelerate the pace of rural infrastructure construction in Shimen county and make greater contributions to the new rural construction.On the basis of comprehensive analysis of domestic and foreign research results,based on the theory of principal-agent theory,project differentiation theory,new public management theory and public products and other rural infrastructure financing theories,this paper studies the current situation,problems and causes of the financing of rural infrastructure construction in Shimen,Hunan.The research points out that the three main channels of rural infrastructure financing in Shimen County are farmers'independent investment,farmers' cooperative investment,multi subject cooperative investment and financing,and the comparative study of the three financing modes.The paper analyses the problems of Shimen County rural infrastructure financing mainly in the following four aspects:the lack of government financial capital investment,the small scale of agricultural credit and credit funds,narrow financing channels and lack of innovation of financing mode.The main reasons for these problems are as follows:the public function of the government is not sound enough,the external financing environment is not ideal,and the financing system is not perfect.Next,the paper analyzes the general situation of rural infrastructure financing in three developed countries,including the United States,France and Japan,and summarizes their practical experience.Finally,based on the previous analysis and foreign experience,the paper puts forward the optimization measures of Shimen rural infrastructure financing:the first,to increase financial funds to rural infrastructure financing;the second is to build a scientific and reasonable rural credit system;the third is to actively carry out the innovative practice of financing mode;the fourth is to improve the efficiency of rural infrastructure financing.
