At present,China' s economic and social development has evolved from the theme of scientific development and period to accelerating the transformation of economic development methods during the "12th Five-Year Plan",and has transitioned to the new normal of deepening supply-side structural reform with the "Five Concepts for Development",In 2017,the State Council formulated overall development ideas for the development of various types of development zones in China.The reform and innovation of the national economic and technological development zones are guided by the five concepts for development of innovation,coordination,green,openness,and sharing,and strengthen the science of development zones.The main tasks of adjustment and planning are to accelerate industrial upgrading and transformation,deepen the reform of the administrative management system,and deepen structural reforms on the supply side.The purpose of this paper is to use the reform and innovation development of the development zone as the foundation,focusing on the issue of autonomous management authority,development factors,environmental governance,and innovation mechanisms in the Jilin Economic and Technological Development Area,and seek scientific solutions to promote Jilin.The industrial upgrading and transformation of the economic and technological development zones will increase the degree of opening up to the outside world of Jilin City,increase the economic vitality of Jilin City,promote the urban modernization of Jilin City and raise the living standards of the people.Jilin Economic and Technological Development Area is located in Jilin City,Jilin Province,which is a traditional industrial area in northeast China.It has a good foundation for development and has long been a major industry in chemicalproduction.Since the establishment of the district in 1998,the development of the Jilin Economic and Technological Development Area has gone through three stages,namely,the initial development stage of the infrastructure construction,the high-speed development stage of attracting investment for major projects,and the stable development focusing on industrial upgrading and transformation.At the stage,its overall development follows the general direction of China's economic and social development,and it has changed from a demand-side growth to a supply-side structural reform.In the process of development,the total economic output of the Jilin Economic and Technological Development Area continues to increase.The number and scale of enterprises are continuously expanding and the industrial structure is optimized and upgraded.However,there are still ambiguous autonomous management authorities,severe shortages of development factors,and arduous and challenging environmental management tasks.The lack of innovation mechanisms and other issues.Therefore,the Jilin Economic and Technological Development Area must integrate the country' s principles and policies with its own practice to promote reforms and innovations,focus on combing management systems,innovate management service models,optimize development factors,promote coordinated flow of factors,and promote green development.Sustained development path;build innovative mechanisms to enhance scientific and technological innovation capabilities.
