Research On The Reasons And Development Paths Of The Reform Of Agricultural Socialization Service System Under Supply-side Structural Reform

The agricultural social service system is an important indicator to measure the level of agricultural modernization in a country or a region.The central government's first "structured reform of the supply side" proposed in the "No.1 Document" in 2016,in which the cultivation of new types of agricultural management entities through supply-side structural reforms and the establishment of a socialized agricultural service system are the main contents of the adjustment of the agricultural operating structure.Therefore,studying the causes and development path of the reform of China's agricultural socialization service system is an effective way to promote the structural reform of the agricultural supply side and promote the development of “three rural issues”.At present,China's service providers for agricultural socialization have been separated from each other for a long time,and information has been poorly communicated.Therefore,it is necessary to explore the development path of new socialized services,address information asymmetry,and achieve a match between supply and demand in agriculture.Based on the above background,this study comprehensively applied the relevant theories and methods such as the theory of intermediate organization,supply-side structural reform theory,industrial chain coordination theory,and self-organization system theory,and took China's agricultural socialization service system as the research object,firstly on the supply side.Under the structural reform,the causes of the reform of socialized services were systematically studied,and their internal and external dynamic factors were proposed,including resource endowments,organizational coordination,economic benefits,policy support,market-driven,technological innovation,and associated industrial integration.Big motivation factor.Using the principal component analysis method to measure the power contribution weight of agricultural socialized service development from 2007 to 2016 shows that the main driving force in this period is organizational coordination,followed by market-driven factors,and then technological innovation and related industrial integration are agricultural societies.The important cause of the transformation of service.Based on survey data from 252 farmers in Anhui Province,Jiangsu Province,Fujian Province,etc.,the dissertation focuses on agricultural operations from five aspects: agricultural technology services,agricultural information services,agricultural financial services,e-commerce services,agricultural machinery and logistics services.The demand for and influencing factors of agricultural socialization services were studied.The results show that the age of the householder,the level of education,the total area of the land under management,the area of circulation,the total household income,the main source of income,the total value of agricultural machinery,whether to join the cooperatives,whether there is agricultural order,cooperation with leading enterprises,financial subsidies for agriculture Social services have an impact.Based on the macro-analysis of the motives of the reform of socialized service in agriculture and the micro-analysis of the demand for the socialization of agricultural management,the thesis puts forward the development path of agricultural socialization service under the supply-side structural reform.Then construct the operational framework of the agricultural social service platform,and finally put forward corresponding policy recommendations,namely,to cultivate new rural production and management entities,implement the concept of Internet+ agriculture business,strengthen the construction of rural talents,improve the level of rural financial services,and improve the rural land circulation system and construction.The rural one,two or three industry integration development system.
