A Comparative Research Of Free Trade Zone Abroad

After hundreds of years of development,the free trade zone has developed into a multi-functional economic zone with many functions,such as processing,re export and finance in the world.It has gradually become an important body in the implementation of economic reform and participation in the international economy and trade,and the free trade park is implemented as a country.A special and open economic policy area can effectively promote the coordinated development of the regional economy.In order to cope with the decline of economic growth and the middle income trap,China has set up a free trade zone to improve the stability and flexibility of the domestic economy.Up to now,after setting up the Shanghai self trade test area and Tianjin,Guangdong and Fujian self trade test areas,we have set up 11 free trade test zones in Liaoning,Zhejiang,Henan,Hubei,Chongqing,Sichuan and Shaanxi.This is not only a sign that our country has begun to develop the pilot area from free trade to promote the economic development of the location of the park,but the construction of the pilot area has been changed from point to line.It also indicates that our country can summarize the experience that can be applied to other places through the construction and development of the pilot area,and further achieve the purpose of "test".The practice experience of the early and better development of the free trade park in foreign countries will naturally require us to learn from it and summarize some practical experiences that can be popularized and replicated as an important policy reference for the development of the FTA in China.Therefore,this paper selects four foreign trade zones with different characteristics,taking them as an example to compare the policy experiences of the administrative management system,management mode and tax,finance and other aspects of the free trade zone,and explore the management and policy of developing relatively mature free trade zones.The generality and the experience which can be used for reference in China's free trade test area are summarized,and the direction for the construction and development of the Liaoning free trade test area is put forward and the effective suggestions are put forward.This paper is composed of five parts,the introduction and the main body.First,the paper briefly describes the background and significance of this paper,and systematically collates and classifications related literature reviews at home and abroad,mainly including the meaning of the free trade zone,the strategic significance of the free trade zone and the comparative study of the free trade zones at home and abroad.The research content and innovation points and shortcomings.In the first chapter,the definition and type of the free trade zone are briefly introduced,and then the related theories of free trade and the related theories of institutional innovation are reviewed and analyzed.The second chapter,the final purpose of this paper is to provide countermeasures for the development of Liaoning free trade area through comparative analysis of foreign trade zones.Therefore,this chapter has a brief introduction of the selected four foreign trade zones and a systematic review of its management and policy,and makes a comparative analysis.The analysis shows that there are a large part of commonalities in management and policy aspects of developing FTA,which is worth learning from Liaoning FTA.The third chapter first summarizes the strategic significance of the Liaoning free trade test area,including the establishment of the Liaoning free trade area,which will become a new engine for the revitalization of the northeast old industrial base strategy,the Liaoning free trade zone will push forward the structural reform process of the supply side in the province,and the Liaoning free trade area will be actively docking.Then the free trade in Liaoning is discussed.The function and location of the test area is consistent with the previous chapter's management system and related policies of Liaoning free trade area.Through the analysis,there are some problems in the development process of the Liaoning self trade test area.The practical problems,such as the slow implementation of the policy and the loss of talents,impede the development of the Liaoning self trade test area and the smooth achievement of the national strategy.The fourth chapter,based on the previous comparative study of foreign trade zones and the overall analysis of the Liaoning self trade test area,analyses the valuable experience for the reference and application of the Liaoning free trade area.Finally,the conclusion is that the free trade zone,as a fast path to promote the opening and development of a country or a region,does not have the function of the traditional bonded zone,and more importantly,it is developed through practice so as to get a set of valuable experience to further promote the common development of the surrounding and other parks.The time of the establishment of the Liaoning self trade test area is short,the implementation of the specific policy is not enough,and it wants to keep healthy development.And thesuccessful docking of the national strategy must be prepared from the management model and policy.The construction of fault tolerance mechanism,the courage to explore,to build Liaoning into the national advanced equipment manufacturing industry base.
