Study On The Status And Perfection Of The “Negative List” Investment Management Mode In China (Shanghai) Pilot Free Trade Zone

In the past 30 years of reform and opening,the Chinese government has been supervising the access of foreign capital with the postive list. However, with the global economic integration, China must find its own position in the international trade and investment platform. Under such a circumstance, the implementation of the "the negative list" is necessory for integration with the rules of international trade. In September 2013, "the negative list" was officially put into preoperation in China(Shanghai)Pilot Free Trade Zone.The management of foreign investment follows the principle of “Pre-establishment National Treatment + negative list ". This thesis takes“the negative list” as the object of the research. Through literature research,questionnaire survey and deep interviews, the author understands and grasps the history and operational status of “the negative list” comprehensively and correctly. This thesis reflects the social cognition and value for investment promotion, administrative approval, and policy formulation, analyses the trouble in the opertation of “the negative list”, and accordingly puts forward the countermeasures.
