| With the reform and opening up,China's economy has developed rapidly,and the process of urbanization has gradually accelerated.The most important part of the process of urbanization is the construction of urban infrastructure.As the forefront of reform and opening up,Shenzhen has great demand for the construction of urban infrastructure.But the process of urbanization has also led to many urban problems,such as environmental pollution,road congestion,and so on.In order to solve the situation of urban congestion and traffic inconvenience,rapid development of urban rail transit is imminent.However,the development of rail transit needs to invest a lot of money.Especially in the early stage of construction,it is inevitable to invest a large amount of capital.If it is all undertaken by the government,it will cause too much financial pressure on the government.Even in developed countries like Britain,also cannot bear completely by the government of city infrastructure construction costs,so the government to construction of city rail traffic has apparently been unable to meet the requirements,must obtain funds to achieve better through other means of financing,solve a series of problems of city rail transit construction cost.To promote the construction and application of BOT financing mode in city infrastructure can be widely to attract social investors,and can make the whole process of project construction becomes more and more specialized,market-oriented,standardized,effectively reduce government expenditure,alleviate the financial pressure,very favorable to solve the financing difficulties of the government,the financial pressure is overweight the problem.Shenzhen Metro Line 4,by adopting the BOT financing mode,not only solved the problem of Shenzhen government's financial pressure too much,but also made the commercial value grow rapidly through the Mtr Corporation's highly experienced "property + subway" operation mode.Based on the analysis of Shenzhen Metro Line 4,this paper analyzes the feasibility and necessity of rail transit using BOT financing mode,and further studies the operation process of BOT financing mode applied to Shenzhen Metro Line 4.The application of BOT financing mode can attract high-quality social investors to invest,and specifically for item company set up on Shenzhen Metro Line 4,and gained professional experience in construction and operation.It provides rich experience for the construction of urban infrastructure with special cycle and obvious scale economy. |
